The Role
As a Site Engineer you will be responsible for the effective execution of project essentially by coordinating all site activities at every level of the project from the mobilization stage to commissioning and handing over. The Role
The purpose of this position is to lead and supervise maintenance work teams in achieving its objectives as stipulated under the maintenance standards of Serco Palm Jumeirah Transit System. Structure and reporting relationship This position reports to the Infrastructure Senior Engineer Key Job Responsibilities • Lead a team of maintenance technicians and/or maintenance support officers to carry out preventive and corrective maintenance works as well as fault attendance, diagnosis test, troubleshooting, upgrading and improvement works on Infrastructure – Power Supply System (11kVac to 220V), Traction Power Supply System (1500Vdc), Emergency Power Supply System (Generators and UPS), Air Conditioning Mechanical Ventilation (ACMV), Lifts and Escalators, Fire Protection and Detection System, Depots and Stations, Track Beams, Lighting and Earth protection, Platform Screen Door, Automatic Sliding Door and Fixed Doors, and Plumbing. • Plans, co-ordinates and implements maintenance and servicing activities to achieve performance targets; • Responsible for the infrastructure maintenance spare parts and consumable monitoring; • Produce and maintain accurate maintenance records of the various system and equipment performance, work accomplished and other information in the Competence Management System experience log book; • Ensure the maintenance tools and equipment are kept in good condition and calibration certificates are up to date; • Assists in the planning of and responsible for execution of maintenance scheduling and staff duty rosters in consultation with infrastructure senior engineer in the most effective and efficient manner; • Provides technical advice, information and instructions to other staff and trainees and ensure all drawings, diagrams, manuals and records are kept current and updated; • Assist the Infrastructure Senior Engineer in conducting engineering and safety analysis, investigations and tests; • Provide logistics support and maintenance control duties; • Ensure compliance with Health, Safety, Quality and Environmental initiatives in the daily activities; • Undertake any other tasks or functions that are incidental or ancillary to the performance of assigned work; • Ensure effective implementation of the Safety Case and Safety Management System; • Report any non-compliance or deviations on any violations or infringements affecting railway systems safety and/or occupational, health and safety matters. • Provide technical support to other staff for the implementation of complex systems or new projects; • Assist subordinates with the job familiarisation and provide training and assessment where required; • Conduct performance reviews for Infrastructure Technicians and Maintenance Support Officers; • Perform shift and emergency duties when required; • Drive work vehicles when responding to emergencies and when required on duty; HSQE Responsibilities and Information Security Responsibilities • Awareness of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements; • Understanding of personal responsibilities and contribution to achieving compliance with the Integrated Management System requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above; • To exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; • To use safety equipment (including PPE) as required and intended and observe that this is also enforced among subcontractors and third parties working in Serco’s controlled premises/systems • Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties; • Lead by example and look at ways to conserve energy, water and resources and minimise the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels; • Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental; • Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties. Safety Critical Competencies • Ensure effective implementation of preventive/corrective maintenance tasks for the following safety critical equipment: Electrical Power System, Track Beam & Structure System, Fire Protection, Air-conditioning & Mechanical Ventilation and Platform Screen Door/Screen Door System; • Maintaining low voltage electrical equipment (400 VAC) • Inspecting and maintaining Platform Screen Door equipment • Communicating with Control Centre Controllers • Communicating with persons responsible for a Track Possession, Worksite or movements of rail vehicles within a Possession. • Establishing, supervising and removing a safe system of work to protect the safety of persons working on or near the track. • Assist the Infrastructure Senior Engineer in inspecting Monorail Protection Zone • Must obtain qualification as Line-Person-In-Charge.
Requirements
Knowledge • Ideally, a degree holder or high diploma in electrical, electronics and/or communications engineering from a recognized institution; • Working knowledge in maintaining and repairing motors and pumps, relays, I/O modules, control units, wirings, bearings, drive belts, coils, gearboxes, damper, valves, impellers, motor controls, air handling units, chilled water system, fire alarm panels, fire pumps, UPS, batteries and diesel engines, etc.; • Working knowledge in 1500V DC traction, transmission and distribution, 132K and 33K GIS, 132kV/33kV transformers, reactors, condensers, earthing transformer, high speed DC circuit breakers, cabling system, power sub-stations and ancillary plant would be a definite advantage. Skills • Able to coordinate and communicate clearly and effectively with others during an incident or emergency situation; • Able to communicate effectively through direct reports, external agencies and other third party organizations. • Able to understand the complexity of monorail systems and demonstrate proficiency in operating the various equipment and systems; • Understands the principles and concepts underpinning Maintenance Standards/Procedures; • Understands the safety hazards and associated risks and mitigation measures within the monorail system. • Must have good eyesight and normal color vision; • Thorough understanding of the use, calibration and care of various electronic test equipment and ability to interpret instructions in a variety of written, verbal, pictorial forms in order to carry out the maintenance activities as required; • Ability to compile simple technical reports, routine business correspondence, prepare method statements and drawings as required; • Strong organizational skills, detail oriented, and the ability to handle multiple priorities; • Ideally a holder of a valid UAE driving license with good driving skill and experience. Experience • Minimum 2 years work experience as a qualified mechanical, electrical or building service technician in maintaining and repairing electrical and mechanical facilities covering platform screen doors system, lighting system, tunnel ventilation system, environmental control systems, fire fight system, LV power control system and emergency power supply system, lifts and escalators; • Preferably with 2 years of supervisory experience in supervising a team of Mechanical, Electrical and Plumbing Services Technicians to carry out the maintenance activities.
