Job Description 
  
Job Purpose :  Responsible for managing all site construction activities and supervising field personnel as required to ensure adherence to international standards, agreed budget, schedule and construction sequence.  Responsible for supervising construction activities of Petrofac and Subcontractor trades personnel related to a discipline.  
  
Maintains the highest quality standards while administering good construction safety practices with all on-site activities. 
 Ensure that all Petrofac and sub-contractors employees are adhering to the company Health, Safety, and Environmental excellence policy. 
 Promote job site safety, encourages safe work practices and rectifies job site hazards immediately.  
  
Regularly participate in HSE meetings, toolbox talks, and daily jobsite walks.  
 Direct all field personnel including those of construction subcontractors to achieve completion of the project on schedule, with quality workmanship that conforms to original plans and specifications. 
   Ensure that each reporting supervisor is capable of performing their allotted scope of work. 
 Contribute to construction schedule and 6-weeks look-ahead, understand the project plans and specifications, identify and solve problems, order materials and schedules inspections as necessary throughout the process. 
 Maintain positive working relationship with customers, contractors, suppliers and other employees. 
 Serve as a coach and mentor for subordinates and identify construction Supervisors with capacity to be promoted to Superintendent level. 
 Implement standardized construction work processes, procedures, manuals and systems and create a system of control in each specific area. 
 Lead, motivate, communicate with, develop, appraise and performance manage staff to ensure that staff are fully motivated to achieve best performance to meet the project and companys needs. 
 Ensure that all supervisors understand the construction KPIs and their personal KPIs, and strive to achieve these. Understands the systems turnover plan and sequence and ensures that the work is performed accordingly.  Witness inspection/test within their disciplines based on approved ITPs. 
 Ensure installation and test procedure(s) are followed. Coordinate all site inspections with the site subcontractors. Ensure that all inspection reports are accurate and that all attached documents are current status. 
 Ensure all work is correctly prepared prior to any inspection being undertaken. 
 Review all inspection reports for compliance. 
 Coordinate with the customers QC inspectors for the resolution of site quality related problems. 
 Assist the site subcontractors in the resolution of drawing interpretation. 
 Review work procedures and method statements for compliance with good work practices and the customers contract specializations. 
 The review of inspection test packages during the course of construction activities. 
 Compliance with the site's health and safety regulations. 
 Ensure installation in compliance with project specifications, drawings and applicable code requirements . 
 Monitor performance of sub-contractors, ensure personnel are qualified and competent to perform allocated tasks, have valid certification, where required, for the techniques in use. 
 Monitor calibration status and condition of Inspection/Test and Measuring instruments.  
 Coordinate with construction supervisors for timely issue of RFIs as work progress. 
 Reports inspection results and quality performance to related Discipline Leader on a daily basis.  
 Ensure closure of all RFIs and related inspection/test records (ITRs) immediately after successful completion of each inspections. 
 Monitor completion of system/sub system in his area based on previously forecasted ITRs. Report back to discipline leader, if any refining required in ITR forecast based on actual site condition. 
 Immediately report any cost effecting inspection results to discipline leader and also highlight to Engineering. Participate in Quality Walkthroughs. 
 Coordinate with Subcontractor to timely closure of NCR, CAR, DSR and Quality Walkthrough findings. 
 Ensure daily progress report is received from supervisors and Engineers. 
 Coordinate with Engineering and Project at head office for expediting work front release and closing of TQs and any drawing change notes.  
 Coordinate with all Function Managers and Construction Site Manager at site for day to day Construction activities.

This will be done by planning and executing Civil inspections and minor Civils works and will liaise with the Client in respect of the provision of quotations and supervision of non-minor Civils Works.   The post takes ownership of all Civil Engineering standards, plans, procedures and work instructions and Civils asset information.   This role has a key interface at a senior leadership level with other Serco leaders and at a senior level with the Client.   Reason for role   New contract.   Structure and reporting relationship   This role sits with the Engineering & Maintenance team, reporting to Engineering & Maintenance Director.   Based on the specific requirement of the role   Key accountabilities   Customers   Carry out 24-hour on-call responsibility for incidents and emergency within its section   Operational Excellence    - Create and own the Civils standards, plans, procedures and work instructions, updating these as necessary following annual review and in accordance with the contract requirements;  - Provide a service that enables the Civils assets to continue to facilitate safe and high performing rail operations;  - Plan, manage and allocate resources to all aspects of Civils maintenance activities, including first line rapid response services, special parts procurement and inventory services for the Contract;  - Supervise and oversee all probation period in conjunction with the Training Department  - Own the competence management system for the team and regularly audit competence records to ensure correct completion  - Ensure the on-going competence of all team members and arrange any training that may be required to ensure up-skilling and continuous development of staff capability;  - Complete annual and mid-year appraisals and identify any sub-standard performance or behaviour and ensure corrective action through employee development plans;  - Perform and carry out duties as instructed/ directed by the Engineering and Maintenance Director  - Manage the maintenance sections of civil and track disciplines to ensure outputs delivered are to an appropriate standard on time and within the maintenance budget allocated for the maintenance of corresponding sections   HSQE    - Deal with environmental issues in relation to Civils works;  - Awareness of the Integrated Management System and the content of the Safety, Assurance & Environment and Information Security Policy Statements;  - Understand the personal responsibilities and contribution of their staff (including subcontractors) in achieving compliance with the Integrated Management System, Competence Management System requirements, control measures and legal requirements;  - Ensure any environmental impacts, job safety analysis, information security risk assessments and competence assessments within their area of responsibility are embedded in the management systems, and communicated to those affected with a complete understanding of the potential consequences of departure from the arrangements in place;  - Exercise a personal duty of care for their own health, safety and welfare including those affected by the acts or omissions and promote the same within their area of responsibility;  - Use safety equipment (including PPE) as required and ensure that this is also enforced within their departments amongst subcontractors and Resident Engineer - Health Care

The Role 
To lead and direct the site supervision team to ensure smooth implementation of the project construction as per the design and contract documents. Liaise with client’s representative, contractor, construction manager and the design manager  Strategic - Assists the Head of Supervision in preparing the annual plan of supervision   Operational - Issue of possession of Site Certificate after the handing over of site from the Municipality to the Contractor - Approve the Contractor’s Organization Chart, Method Statement, Construction Program and Layout of Temporary Facilities - Ensure all exchange of correspondence with the contractor’s agent, client’s representative and the team through delegation of correspondence to site and service engineers - Ensure proper tracking of all incoming letters, shop drawings and materials submitted for timely action by the concerned staff as well as the Daily Log-Book - Ensure the safekeeping of copies of permits issued by the Municipality and Undertaking jointly made the client as well all other project related documents such as Guarantees, Performance Bond etc - Monitor the expiry of project related documents such as performance bonds etc and ensure their renewal through instructions to the contractor - Review applications for payment made by the contractor; adopt appropriate measures to avoid and prevent any claims from the same - Ensure preparation of monthly project progress reports  - Attend Progress and Coordination Meetings with contractors and sub-contractors to discuss all aspects of the project - Review the contractor’s quality plan and the overall systems for the checking of works and ensuring remedial works in case of non-compliance - Ensure checking of all records of safety measures kept on site by the contractor  - Respond to any queries related to the contract documents that may be requested by the Client or the Contractor - Ensure technical compliance of materials to specifications through ordering tests conducted by the site engineers - Issue of site work instructions and variation orders based on alteration requirements issued by clients  - Issue Substantial (or partial) Completion Certificates   People Management - Provide technical guidance and on-the-job training to less experienced engineers  - Conduct staff performance evaluation and participate in deciding the performance ratings of employees in accordance with company policy - Monitor, coach and guide the site supervision time to ensure optimum performance  Note: The job holder may be required to undertake additional duties, which may be reasonably expected and form part of the function of the job. 
Requirements 
Should have worked and completed all the way through mega Healthcare projects (Billion $ and over) in the capacity of Resident Engineer. He should have a proved track in completing landmark projects.
