OPPORTUNITY Parsons provides construction supervision consultancy to a flagship infrastructure project in Dubai, UAE. The planned development encompasses commercial districts linked by leisure developments that expand into further residential neighborhoods and parks in an area of approximately 400 hectares. Scope of work includes internal roads, external highway intersections, bridges, street lighting, electrical (HV and LV) networks, district cooling, potable water, sewerage, storm water drainage networks, waste management and other structures and infrastructure works. JOB DESCRIPTION Have full awareness of testing requirements. Check material submissions and properly process approvals. Ensure compliance of used materials with the project’s specifications. Assist in the development of testing procedures. Review and approve (make recommendation for approval by the QAM/SRE) of all submitted materials by the contractor. Keep up-to-date with new appropriate materials. Participate in construction quality control. Supervise, participate and direct sampling and testing of all materials according to the contract and the specifications. Analyze the test results in a timely manner and recommend action to the QAM/SRE. Maintain records of test results and all taken corrective actions. Track and review the site testing and certificates of compliance. Ensure very close and clear coordination of his team activities with the other construction supervision staff. Follow up and verify implementation of corrective actions. Coordinate the review and approval of specialty and other high-profile materials. Ensure inspection and checking of all delivered materials to site for conformance to the project requirements and approval, as directed by QAM/SRE. Completes additional duties as assigned.
Requirements
Degree in Civil Engineering, or related discipline. At least 7 years of related work experience with continued career development and certification. Experience in construction supervision of large infrastructure projects. Preferably with relevant experience in Dubai. Strong assessment and problem-solving skills. Excellent written, presentation and oral communications skills.

Report any safety violation immediately to the Senior Safety Engineer and the Resident Engineer. Act immediately to prevent accidents and potential harm to people and properties on the site. That includes stopping the work or ordering immediate actions if necessary. Check the traffic diversions to ensure safe operations and smooth traffic flow. Assist the Senior Safety Engineer in conducting safety training to the Consultant’s staff and other employees. Attend all tool box talks with the Contractor Safety Engineer and maintain records. Monitor the site activities to ensure all activities are performed in a safe way. Prepare accidents reports in cooperation with the Senior Safety Engineer. Completes additional duties as assigned.
Requirements
REQUIREMENTS Degree in Civil Engineering or related technical diploma. At least 5 years of related work experience on large and complex roads, highway, bridges, water, drainage networks and other civil and infrastructure works. Recognized HSE qualification certificate level from IOSH and NEBOSH. Preferably with experience in Dubai. Adept with latest local and international safety standards. Good written and oral communication, organizational, and interpersonal skills, as well as a demonstrated ability to interact effectively with project personnel, project management, contractors and other stakeholders.

Scope of work includes roads, highway intersections, bridges and other structures, electrical (HV and LV) networks, potable water network, sewerage network, storm water drainage network and other infrastructure. Position Overview The Work Inspector (Structures) is assigned to various phases of the structural work with an important part in assuring the quality of work in the finished project. He will be completely familiar with plans, specifications, particular specifications, and construction methods for the phases of the work to which he has been assigned. He will perform his duties to ensure that all performed works are as per the contract, the specifications and the project’s requirements. If he does not understand any item which he is responsible for or if he has a doubt, he shall ask his superiors (Senior Works Inspector (Structures), Site Engineer, Senior Site Engineer, RE or Senior RE.) Specific Responsibilities: • Ensure that all construction works are performed in strict accordance with the plans and specifications. • Maintain a detailed diary of the day’s work activities, issues, work approved or rejected, hours of operation, labor and equipment used, etc. and sign at the end of each day. • Interface with the public and stake holders adjacent to the work to mitigate the construction impacts. • Coordinate with the contractor’s foreman in charge of the work on a daily basis to advise on the proper execution of the work. • Coordinate with the Work Inspectors (Materials) and other disciplines to arrange for sampling and testing of satisfactorily completed work, and quality assurance testing of suspect materials. • Coordinate with the Surveyors to check the location and elevations of work for conformance with the plans and specifications. • Report questionable methods of operation by the Contractor to the Senior Works Inspector (Structures), Site Engineer (Structures), Senior Site Engineer (Structures) or to the Resident Engineer / Senior Resident Engineer. • Report to the Senior Works Inspector (Structures) / Site Engineer (Structures) or Resident Engineer any failure of the Contractor to perform the work as per the drawings and specifications and to provide good workmanship. • Process the Inspection Requests and maintain records of their status. • Maintain detailed records of work performed by the contractor in case the work is performed on a Day Works basis. • Make a special notes, record and document in details all activities by the contractor that may lead to claims. • Enforce performance of the work in strict accordance with the approved safety plan and safety standards. • Be fair and firm in dealings with the Contractor.
Requirements
A relevant technical qualification (degree) is essential. Minimum seven (7) years relevant experience in structural inspection of all highway related structural elements including interchange structures, retaining walls, and associated works. He must possess the ability to read and execute complex structural details.

He will assist the Quality Manager in internally monitoring the implementation of the Parsons’ Management System in compliance with the PARSONS Corporate policies, International Standards and Client’s requirements. in addition, he monitors and audit the contractor quality related activities, set forth in the Quality Plans, to confirm that products or services provided are in accordance with the client / contract requirements. He periodically conducts internal audits on the contractor and third part labs to ensure proper compliance with the Specifications and Standards. He interacts with the site team and propose improvement to processes whenever he opportunities arise. Job Responsibilities: • Review and comment on contractor’s quality plans for the project. • plan and perform quality audits on the contractor, sub-contractor, and third party labs. • analyse and process data related to quality activities and propose related improvements to the quality manager • monitor the trends of Non-Conformance Reports, material rejection frequency, and closure of non-conformances, etc. and propose mitigate improvement • monitor activity performance in line with the project specific Quality Plans, QA/QC processes and procedures in compliance with client’s quality requirements • verifies the proper implementation of appropriate corrective action to quality issues. • Assumes additional responsibilities as directed by the project Quality Manager.
Requirements
• 4-5 years of experience in related construction work. (degree is a plus) • good knowledge of Quality Management Systems, promoting process improvement, internal audits and QA/QC processes. • familiar with asphalt, concrete, and soil materials used in highway and bridge construction • Proficiency in the use of computers and software packages related to field. • The ability to communicate clearly, and interface effectively with a diverse group of professionals.

Position Overview The Senior Road Safety Audit Engineer will be responsible for supporting the senior management and project team in achieving high client expectations in road safety and quality traffic layouts, ensuring effective client relationships and scheme delivery on a large construction contract and will be responsible for providing site teams and key stakeholders with road safety advice including but not limited to road layout and geometry, cross section, temporary traffic management, link and junction operation, traffic signage, movement of vulnerable road users such as pedestrians and cyclists and movement of construction vehicles. A thorough knowledge of road safety industry practices and in highways and traffic regulations related to construction and traffic operation. Strong technical skills are required and capable to work to tight deadlines. Specific Responsibilities • Will be responsible to lead the road safety discipline on a highly ambitious and prestigious Expressway project in Qatar. • To be proactive and ensure compliance with respect to Work Zone Traffic Management and associated related procedures. • Ensure Road Safety Audits are completed and identified actions are closed out accordingly to Client satisfaction and in accordance with Ashghal RSA guidelines. • Participate in Stage 4 Pre-Opening Audits for temporary/Beneficial Use/Permanent Works. • Be proactive as lead road safety engineer and identify locations/risk of potential 3rd party vehicle collisions and make associated recommendations to eliminate or mitigate. • Responsible for reviewing and endorsing contractors Temporary Traffic Management Drawings (TMDs) and Traffic Diversion Plans (TDPs) and construction activities as they apply to Works adjacent to live traffic flows. • Interact with colleagues and external stakeholders to ensure temporary traffic diversions are implemented to a high standard in accordance with agreed timescales. • To review and make recommendations about highway and traffic proposals related to the permanent road infrastructure during the construction phase of the project. • Review the performance of the contractor and work collaboratively in accordance with the contract. • Review scheme information such as Shop Drawings, Material Submittals, Method Statements, RFIT related to Highways/Traffic/Diversion Information/ITS/HSES/Quality submissions. • Working with Public Relations Department to announce Traffic Diversions scope and duration. • Review the performance of the contractor and work collaboratively in accordance with the contract. • Resolving technical issues on Work Zones and ensuring compliance with contract requirements (QWZTMG). • Work closely with stakeholders including MOI Traffic Police and Ashghal TDP office in getting approvals. • Respond to letters and investigate and report on public matters including any complaints related to the road project. • Attend weekly meetings with the contractor and sub-contractors to inform and monitor progress before the scheduled completion date. • Ensure delivery of daily/weekly/monthly site assessment, inspection and compliance reports. • Provide input to performance reviews and development plans for subordinates. • Assist in specialist training/briefings/tool box talks. • Identify Lessons Learned that can be cascaded for project experience.
Requirements
• Bachelor degree in Civil Engineering or Road Safety Engineering or related field and 15 years of work experience of highways, road safety engineering and road safety audits on projects of varying degrees of complexity preferably on expressways/motorways. • Proven history in the delivery of road corridor improvements, temporary traffic management and implementation of traffic diversion plans. • Achieved recognized Road Safety Audit training, Certificate of Competency and at least 10 Road Safety Audits delivered to a formal procedure in the last 12/24months. Audit proficiency of schemes should include a wide range of feasibility, design, construction and monitoring audits. Detailed knowledge of traffic data analysis and traffic impact assessment studies including use of relevant assessment software. • Competency in design of Temporary Traffic Management and knowledge of guidance in UK Chapter 8 Traffic Signs Manual/Qatar Work Zone Traffic Management Guide. • Detailed knowledge of traffic control devices such as temporary safety barriers, speed control/speed management measures, traffic signage, road furniture, road markings, pedestrian and cycle crossing measures and traffic signals. • Knowledge of wide ranging road safety issues relating complex layouts such as road tunnels/underpasses/elevated road sections/grade separated interchanges and large traffic signal junctions. • Proficient in Accident Investigation techniques, remedial measures, scheme implementation and monitoring/evaluation of works including Before and After studies. • Knowledge of permanent pavement/temporary road construction and good appreciation of utility requirements. • A background in assessing driver behaviour and Crash or Forensic Investigation would be an advantage. • Post graduate degree in Traffic Engineering preferred. • Large infrastructure project experience is preferred. • Preferably Professional, Chartered or Incorporated engineer. • Holder of Professional Certificates/specialist training skills. • Proven ability to perform in a middle management capacity. • Excellent written and oral communication skills. • Proven ability to perform independently and work in a large multi-discipline team. • Must be very organized and have effective problem solving, leadership and negotiation skills. • Ideally, completed a minimum of 2 days of crash investigation or road safety related CPD in the last 12months.
