JOB DESCRIPTION • Provide support on all financial and contractual matters throughout the course of the work in the project. • Participate in all commercial meetings. • Assist the SQS in finalizing the Contractor’s monthly payment certificates. • Streamline all cost and quantity records. • Advise the SRE and RE’s on measurement procedures and calculation of interim and final quantities. • Evaluate the unit rates for new work items, contractual claims and related concerns and present to the SQS for review. • Ensure completeness and validity of all contractual requirements. • Monitor the contractor’s resource allocation and partake in the auditing of payments to Contractors. • Check and record measurements of completed work. • Monitor contracts final cost estimates. • Participate in the preparation of Final Account with all supporting documentation. • Completes additional duties as assigned.
Requirements
• Degree in Civil Engineering or Quantity Surveying. • At least 7 years of related experience in large and complex infrastructure projects. • Preferably with experience in project management / consultancy contracts. • Preferably with relevant experience in Dubai. • Excellent assessment, analytical, problem-solving and presentation skills. • Excellent written, and oral communications skills. • Ability to work independently with minimal direction or supervision.

JOB DESCRIPTION Sets up and manages the review of contractor submittals for all roads and highway aspects of the construction phase by verifying consistency of the contractor’s submittals with respect to adherence to the design criteria and required standards. Coordinates the schedule for contractor submittals and construction issues for assigned construction works to maintain the overall construction schedule, alerts senior management of potential delays. Ensures contractor compliance with all applicable codes, regulations, and ordinances. Assist the Resident Engineer or Construction Manager in reviewing of shop drawings, design proposals, method statements and other activities. Participates in all health and safety issues at site, as required by the construction management team, and the project safety representatives. Develops the scope of engineering work, schedules, and budgets for the assigned project elements, monitoring progress to maintain those schedules and budgets. Interfaces with Procurement and Subcontracts to facilitate procurement coordination with vendors/subcontractors. Assists in bid analysis to help determine supplier availability and capability. Prepares technical reports, project manuals, and documentation of activity for the client and project management. Performs other responsibilities associated with this position as may be appropriate.
Requirements
Degree in Civil Engineering or related discipline. 15 years of relevant experience in construction supervision of large roads, highway, and bridges projects. Preferably with experience working on similar projects in Dubai. Excellent written and oral communications skills. Must be able to read and interpret blueprints and construction specifications and be thoroughly familiar with construction related processes related to area of assignment.

POSITION OVERVIEW The Contracts Manager will oversee a small QS group on a large construction contract and will be responsible for providing senior management with advice on financial matters including but not limited to contractor payments, variations and claims, and contract closeout procedures. JOB DESCRIPTION Provides senior-level guidance to assigned personnel, and ensures proficiency and timeliness of all contract administration functions. Determines the contract management strategy in dealing with variations and claims. Collaborates with the Client’s representative to deal with contract management issues as well as support in any negotiations and administration. Oversees the negotiation of difficult and complex issues with the Contractor. Requirements
Bachelor Degree in Civil Engineering, Quantity Surveying or Construction management or related field discipline. Preferably Chartered Member of the Royal Institute of Chartered Surveyors (MRICS). Preferably with post graduate degree or diploma in contract law. 20 years of relevant experience in contract management, and claims negotiation on large infrastructure consultant contracts. Preferably with relevant experience in Dubai. Excellent written and oral communications skills. Excellent team building, interpersonal and negotiation skills Must be very organized and have effective problem-solving skills.

Position Overview The Assistant Resident Engineer (Structure/Tunnel) will assist the Resident Engineer in administering the operational functions of the day-to-day activities on the project with respect to structural/tunnel works. Senior Planning Engineer (Infrastructure, Road/Highway)

Parsons is the consultant of the construction supervision contract of a major road/highway project in Doha. Scope of work includes road, drainage, utilities, landscape, structures, and traffic. The Senior Planning Engineer is part of the shared services team and will be providing all necessary assistance to the construction supervision team with respect to all planning and scheduling issues and progress of the works. He will be responsible for the review and approval of the submitted work program by the contractor and he will monitor the work progress during the construction and reports to the SRE. He will participate and coordinate with the contractor to produce recovery work programs in case of delays and he will participate in assessment and analysis of time related claims. Specific Responsibilities • Review, check and evaluate the Contractor’s time schedule of works. • Following the review, recommend, acceptance / rejection of the Contractor’s time schedule to SRE for forwarding the recommendation to the Engineer (PMC) and PWA for program acceptance. • Monitor the work progress, compare to the accepted program of work and report to the SRE. • Coordinate with the Planning Engineers of PWA/PMC and the Contractor on all scheduling issues and progress. • Prepare weekly, monthly (or any period agreed with the Engineer (PMC) / PWA) reports about the status of construction progress. • Evaluate, and forecast project progress and performance against the established accepted / amended schedule with critical milestones. • Assess the impact(s) of design/construction changes and schedule slippages. • Inform the SRE (for the purpose of informing PMC / PWA) of any potential delays in the project completion or the milestones. • Analyse, assess and participate in discussions about any suggested recovery program by the Contractor to mitigate any delays. • Participate in the assessment and analysis of time related claims by the contractor.
Requirements
• BSc Degree in Civil Engineering or equivalent. • Chartered Status / Professional License is preferred (should be eligible). • Min of 20 postgraduate years of experience and a min. of 10 years of similar work experience on large infrastructure projects. • Regional experience is a must. • Qualified professional who has reached the director level; capable of providing planning, leadership, direction, and technical expertise to manage complex tasks and multi-discipline projects. • Highly experienced technical specialist who will provide expert advice on complex matters requiring international world class expertise. • Must be recognized as an authority on the technical subject.
