The Role 
Salary: up to USD 7,200 based on experience Location: Bahrain  Our Client, established in the mid sixties is an architectural, engineering and planning consultancy founded in Kuwait City.  A respected and dynamic family ethos multi-disciplinary practice now employing over 700 staff across its’ primary offices in Kuwait, Bahrain and Saudi Arabia, serving projects across the GCC and international markets.  As part of its’ ongoing growth and development, their plan is to expand the depth, width and breadth of its’ service and sector offerings across the GCC.  Due to this growth phase we are seeking a Resident Engineer.  Reporting to the Head of Supervision, the key role is to lead and direct the site supervision team to ensure smooth implementation of the project construction as per the design and contract documents. Liaise with client’s representative, contractor, construction manager and the design manager.  Responsibilities • Issue of possession of Site Certificate after the handing over of site from the Municipality to the Contractor. • Approve the Contractor’s Organization Chart, Method Statement, Construction Program and Layout of Temporary Facilities. • Ensure all exchange of correspondence with the contractor’s agent, client’s representative and the team through delegation of correspondence to site and service engineers. • Ensure proper tracking of all incoming letters, shop drawings and materials submitted for timely action by the concerned staff as well as the Daily Log-Book. • Ensure the safekeeping of copies of permits issued by the Municipality and Undertaking jointly made all other project related documents such as Guarantees, Performance Bond etc. • Monitor the expiry of project related documents such as performance bonds etc and ensure their renewal through instructions to the contractor. • Review applications for payment made by the contractor; adopt appropriate measures to avoid and prevent any claims from the same. • Ensure preparation of monthly project progress reports.  • Attend Progress and Coordination Meetings with contractors and sub-contractors to discuss all aspects of the project. • Review the contractor’s quality plan and the overall systems for the checking of works and ensuring remedial works in case of non-compliance. • Ensure checking of all records of safety measures kept on site by the contractor.  • Respond to any queries related to the contract documents that may be requested by the Client or the Contractor. • Ensure technical compliance of materials to specifications through ordering tests conducted by the site engineers. • Issue of site work instructions and variation orders based on alteration requirements issued by clients.  • Issue Substantial (or partial) Completion Certificates.  • Provide technical guidance and on-the-job training to less experienced engineers.  • Conduct staff performance evaluation and participate in deciding the performance ratings of employees in accordance with company policy. • Monitor, coach and guide the site supervision time to ensure optimum performance.  Internal Interactions • Deputy General Manager - Project Managers - Head of Supervision Section • Design Project Manager - Head of Section of other departments (if required)  External Interactions • Clients - Contractors/Sub-Contractors - Sub-Consultants • Ministries - Manufacturers/Suppliers - Project management representative (if any)  
Requirements 
• Bachelor degree in Civil Engineering • Masters Degree in Civil Engineering is preferred • Certification from Kuwait Engineering Society • 15+ years experience in the construction industry with at least 5+ years in site supervision and within mixed use projects • Experience within Bahrain would be an advantage • Knowledge of local laws and regulations • Knowledge of inspection procedures to achieve construction quality control • Knowledge of contract administration, time and cost control • Knowledge of construction methods, specifications, codes • Leadership ability • Team player • Time management skills • Effective coordination skills • Results oriented • Communication & interpersonal effectiveness • Previous experience having worked on similar type projects in the capacity of Resident Engineer. • Possess a proven track record in completing landmark projects.  • Possess a strong personality, behavioural and technical competencies to lead a team of senior engineers.

Requirements 
• A bachelor's degree and approximately 5 years of related work experience, or a graduate degree and approximately 4 years of related work experience • An undergraduate or master's degree in accounting and/or other appropriate academic major  • At least 4 years of Big 4 experience (audit or advisory) and particular business/industry experience to meet special needs • Strong advisory (selling) mindset  • CPA/CA/ACCA certification  • Strong technical skills and recognized cautious risk management ability  • Understanding of a client's industry and marketplace  • Strong management skills to lead teams, delegate appropriately, mentor, review performance and counsel employees  • Fluent written and verbal English and Arabic communication, presentation, client service and technical writing skills • Ability and comfort level in researching client inquires and emerging issues, including regulations, industry practices and new technologies • Flexibility and willingness to travel on short notice, as necessary
