The Role 
The purpose of the role is to create, implement, ensure delivery, administer and enhance Compliance and FCC learning programme, strategy and framework across the Group in order to: * Meet all and any relevant legal, regulatory or other mandatory Compliance and FCC Learning requirements, including those relating to Conduct and Culture, whether Group-wide or specific to business lines, functions or roles;  * Fully support all group Compliance and FCC policies, procedures and DOIs and any relevant local requirements;  * Ensure all learning programmes reflect both the regulators' and the Bank's requirements in respect of Compliance and FCC and in respect of Conduct & Culture.  * Lead on Compliance and FCC learning outcomes that ensure effective learning and behavioural transfer; and  * Lead on the Bank's ambitions for the Conduct and Culture   Key Roles and Responsibilities  Compliance Learning Framework * Develop learning goals and behavioural outcomes that align with the Group's aspiration as regards Compliance and FCC risks  * Collaborate with the Heads of Regulatory Compliance & FCC Learning to ensure that all relevant aspects of the Compliance and FCC Learning Frameworks are common, including leveraging common infrastructure, approaches and support resources so far as possible.  * Detail the programmes and learning resources required to implement the Framework and how these are to be created and delivered.  * Develop and support, with key stakeholders, a risk-based, tailored Compliance and FCC Learning Curriculum covering all business lines, functions and roles.  * Create and implement Conduct and Culture interventions both separately and within relevant training programmes * Recommend, manage and be accountable for an annual Compliance and FCC learning budget.  * Work with key stakeholders to identify and define Regulatory Compliance and Conduct & Culture behavioural requirements across the Bank and the learning implications associated therein.  * Through needs and gap analyses identifies a risk-based Regulatory Compliance and Conduct & Culture Learning curriculum which includes the embedding of Conduct & Culture within learning programmes * Works in alignment with other internal learning stakeholders including the Group FCC and FCRMP Learning Team, Regional Training Delivery Managers, Business Programme Directors, Learning Shared Services Centre ("LSSC"), internal subject matter experts and trainers/facilitators.   Governance and standards * Champion good learning practice through discussion, examples and practical application.  * In alignment with Talent and Learning, identify and support the dissemination of good learning practice via the Group's Consult, Analyse, Design, Develop, Implement and Evaluate ("CADDIE") methodology.  * Ensure the provision of appropriate support, development and tools for those delivering or facilitating Compliance and FCC Learning modules.  * Ensures that all appropriate governance and procedures, such as Mandatory Training requirements, are applied fully and appropriately.  * Monitors, controls and, if appropriate, escalates reporting on attendance/completion of all Conduct & Culture and Regulatory Compliance learning programmes  Methodologies and data * Implement new and maintain existing controls and processes around the inception, delivery and measurement of Compliance Learning programmes for both on-line and off-line modules.  * In conjunction with other stakeholders ensure that key areas of control, including those relating to mandatory training, are appropriate, sufficient and effective.  * Ensures that all Conduct & Culture and Regulatory Compliance learning programmes are created in accordance with Group quality procedures, such as CADDIE, and to professionally accepted training and learning standards.  * Work closely with the relevant contacts in the LSSC in Chennai on regulatory requirements regarding Compliance and FCC learning records, monitor progress on governance, systems and data progress. Provides dashboard data to Compliance and FCC Management Group and relevant governance committees on mandatory training completion and any overdue status, plus any other information required.   Programme development and implementation * Lead on or act as consultant to Compliance and FCC Learning projects as appropriate.  * Collaborate with owners of existing on-boarding or BAU training programmes to ensure the Compliance and FCC management content is appropriate and sufficient.  * Ensure all Compliance and FCC Learning projects meet the requirements of laws and regulators in terms of design, content and evaluation.  * Provide oversight and governance to ensure that Compliance and FCC Learning programmes are designed, developed and implemented effectively, efficiently and on a timely basis.  * Provide leadership on resources needed to support Compliance and FCC Learning requirements, including fixed and temporary requirements.   Best practice and innovation * Identify and adhere to industry best practice as a minimum standard.  * Meet and anticipate existing and developing expectations of regulators in terms of training content, design and measurement.  * Provide appropriate design innovation to Compliance and FCC Learning projects.  * Identify most effective methods of learning knowledge transfer, including working commercially and professionally with external learning providers where appropriate 
Requirements 
* Significant previous experience as Head or senior leader of Compliance Learning;  * A proven ability to work successfully across large matrix organisations; and  * In depth knowledge of theory and practice of adult learning within financial institutions.  * Has demonstrated knowledge and experience in the development and delivery of Regulatory Compliance learning programmes and curricula;  * Has demonstrated application of due process to learning development and understands and has applied appropriate adult learning techniques in instructional design;  * Has Compliance and FCC experience gained in a bank, leading regulator or a professional services firm;  * Has strong verbal and written communication skills;  * Has demonstrated leadership skills in a complex environment.  * Is a self-starter who displays ownership and follows through. Is well organised and able to work independently with minimal supervision. Is delivery orientated, completing tasks in a timely manner and has excellent organisational and project management skills; and  * Possesses sound working knowledge of MS Office suite particularly Word, Excel and PowerPoint
