The Role 
Strategy    * Input to Group/Region/Country/Client Business operating model design of relevant FCC and business processes.  * Ensure that there is adequate support (people, processes, tools, frameworks, systems) in the [Region/Country/Department] for necessary FCC controls.  * Set and implement the vision, strategy, direction and leadership for the [Region/Country/Department], consistent with the vision and strategy for FCC and in support of the Group's strategic direction and growth aspirations.   Business    * Ensure that key changes (to laws, rules, regulations) are communicated and cascaded (in region/country), in coordination with group communications.  * Support relevant stakeholders to make decisions based on current and possible future policies, practices, and trends.  * Keep track of and provide advice to relevant stakeholders on the interpretation and application of regulatory expectations, laws, best practices and policies related to FCC.  * Support resolution of competing requirements between regulations, for example between AML regulations and data privacy/bank secrecy or information security regulations.    Processes    * Develop, keep up to date and recommend for approval by the relevant Risk Committee, appropriate policies/processes/DOIs to address financial crime risks, aligning with relevant regulatory requirements.  * Providing governance and oversight over the implementation of FCC-related policies and procedures in [Globa/Region/Country/Business] to ensure compliance with such policies and procedures.  * Document and maintain all core documents, including policies/processes/DOIs.  * Provide advice to relevant stakeholders on compliance with Group standards relating to [AML/Sanctions/ABC].   People and Talent    * Promote and embed action plans.  * Understand technical aspects of systems relevant to CDD, Client Risk Assessments, Name and Transaction Screening, AML Monitoring and Case Management  * Align/support with the alignment of relevant systems and controls to industry best practice and close out any compliance gaps.  * Provide advice on the application of risk management frameworks (e.g. ORF, GRA).  * Apply Group and FCC policies and processes (AML surveillance, client screening, risk assessment) to manage risks.  * Make recommendations (and/or implement) to relevant stakeholders on possible risk management responses to identified risks and/or findings of concerns from investigations.  * Inform senior management and relevant regulators of serious regulatory breaches (or where risk tolerances have been breached) and ensure that actions are taken quickly to remediate and/or activities are ceased.  * Implement [AML/Sanctions/ABC] risks identification and assessment methodologies.  * Conduct Country risk assessment.  * Map risks, quantify the potential impact and escalate where necessary.  * Deliver/ support delivery of delivery of annual Global AML, ABC and Sanctions Risk Assessments.  * Provide intelligence inputs to support calibration of bank's Risk Methodologies (including aggregate client risk, product risk and country risk assessments).  * Oversee the review and analysis of the client base to identify and manage high risk clients, or specific country reviews.    Governance   * Attend relevant leadership meetings.  * Provide [or support] senior oversight of FCC region/country/function.  * In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure senior management and relevant regulators are informed and that actions are taken quickly to remediate and/or activities are ceased.  * Prepare and cascade lessons learned from audit findings, FCC assurance activities and specific investigations.  * Track significant issues arising from FCC metrics, FCC Assurance activities, Audit reviews and regulatory inspections, providing validation of issue closure where necessary.  * Support all control checks undertaken by FCC under the Operational Risk Framework (ORF).  * Implement quality assurance standards and workflows for the FCC Assurance function.  * Periodic reporting and timely escalation of significant risks and issues arising from FCC Monitoring and Assurance activities.  * Be accountable for identification and escalation of potential risks and issues to senior management through appropriate governance channels and the Quality Assurance framework.  * Co-ordinate/support the management of audits/exams.  * Define metrics and/or key risk indicators (KRI) especially for AML, Sanctions and ABC.  * Collate, analyse and interpret data in reports to senior management and relevant governance/risk committees.  Analyse and interpret data to produce reports that help the bank identify and manage emerging areas of risk / vulnerability and thus drive remediation action within the FCC function.    Project/Change Management   * Lead or influence significant programmes of work in support of the The successful candidate will fulfil a role within the construction supervision team with responsibility across all Quantity Surveying activities on an assigned package, reporting into the Senior Resident Engineer.   Role Responsibilities: • Advise SRE on valuations and prepare payment certification for the engineer to sign. • Assessment of Quantities. • Maintain and update registers for contracts, payments, and site instructions / change orders and advise client • Review construction documents issued from time to time and provide conceptual estimates and cost estimates • Review, assess and issue recommendation on contractor submitted Extension of Time & other cost claims • Oversee all aspects of the commercial management of construction projects; monitor and coordinate work performed by the contractor from commercial perspective, and other construction firms directly appointed by the Client as well as local entities. • Review, assess and issue recommendation on variations and manage the changes • Experience managing multiple projects / packages • Review of commercial products generated by QS’s ahead of them being issued for client review. • Managing a team of QS’s across various projects / packages making adjustments to assignments to address peaks and troughs in workload across the programme. 
Requirements 
• Bachelor Degree (Engineering) / Quantity Surveying from a recognized University.  • Minimum of 15 years post graduate experience • Minimum of eight (8) years of experience in major road/drainage project design or construction • Minimum of five (5) years of experience in in-ground infrastructure construction contract administration • Experience in supervising wet / dry utility installation and local roads construction preferably with interdisciplinary co-ordination • In depth knowledge of FIDIC • Knowledge of QCS, QSDDM and/or international design standards • Middle East Experience is essential. • Must have a strong communication and interpersonal skills.
