The Role 
The Customer Sanctions Review (CSR) Associate will work with the Associate Director, FCC, Client Sanctions Rev, AME to provide support to the Sanctions Team in managing the overall sanctions compliance framework.  The CSR Associate will work closely with both Operations and front line Relationship Managers to undertake investigations on Standard Chartered Bank's (SCB) customers when certain sanctions risks or red flags are identified. The Associate will need to make risk based recommendations regarding the outcome of a client investigation and clearly articulate and document all relevant findings to the Sanctions Advisory team.  Key Roles and Responsibilities  Business * Support relevant stakeholders to make decisions based on current and possible future policies , practices, and trends. * Keep track of and provide advice to relevant stakeholders on the interpretation and application of regulatory expectations, laws, best practices and policies related to FCC. * Be updated on current events, regulatory issues and new and changing Sanctions regulations, in country, in the UK and the US, and internationally. * Provide Sanctions Compliance advice and guidance to businesses and functions in a timely, effective and constructive manner on client relationships, transactions, products and all other issues escalated to the Regional FCC Sanctions.  Processes * Ensure Client Sanctions Review team operates in compliance with the relevant Sanctions Policies, Procedures and Departmental Operating Instructions for Client Sanctions Review activities. * Develop, keep up to date and recommend enhancement of appropriate policies/processes/DOIs to address Sanctions risks, aligning with relevant regulatory requirements. * Contribute to the governance and oversight of FCC-related policies and procedures in Region to ensure compliance with such policies and procedures. * Ensure process controls are commensurate to the risk and effectively working for Client Sanctions Review team in compliance with the procedures and regulatory timelines. * Awareness of processes around rejected transactions (coordination with Sanctions Investigations and Operations team and Local FCC Control) including reporting of breaches, Potential Circumvention Attempts, addition to and maintenance of internal lists and capturing of trends. * Support projects and inititives (as nominated) involving Client Sanction Reviews ensuring risks are adequately highlighted and mitigated appropriately thereby enabling smooth implementation.  People and Talent * Identify training needs of Client Sanctions Review team and communicate to line management. * Support Sanctions/ training programs to meet the training needs of FCC. * Support Sanctions/ training programs to meet the training needs of the business.  Risk Management * Ensure the suitability and quality of case data maintained on enterprise case management systems. * Understand technical aspects of systems relevant to CDD, Client Risk Assessments, Name and Transaction Screening, AML Monitoring and Case Management. * Support the establishment and maintainence of watch lists used for customer and transaction screening and various other due diligence and investigative purposes (local/regional internal and external). * Apply Group and FCC policies and processes to manage risks. * Make recommendations (and/or implement) to relevant stakeholders on possible risk management responses to identified risks and/or findings of concerns from investigations. * Assess risks arising from geographies / customers / transactions. * Review and assess existing system and controls relevant to FCC to ascertain operational performance and effectiveness. * Identify and highlight any compliance gaps in existing controls or relevant systems. * Assess risks arising from products / segments / geographies / customers / transactions. * Advise relevant stakeholders on outcomes of AML, Sanctions and ABC risks identification and assessment methodologies. * Conduct a root cause analysis on the control/other failures to ensure lessons are learned across the AME Sanctions Compliance Team. * Identify financial crime risk indicators through various internal/external sources that impact SCB and its clients. * Provide intelligence (to internal forums) on specific clients, client-types and emerging risk typologies. * Escalate immediately to Regional Head of Sanctions material breaches or potential breaches of sanctions laws, regulation or Group procedures.  Governance * Propose control improvements, enhancements and simplifications where appropriate. * Support all control checks undertaken by AME Sanctions Compliance under the Operational Risk Framework (ORF). * Collate, analyse and interpret data in reports to senior management and relevant stakeholders. Analyse and interpret data to produce reports that help the bank identify and manage emerging areas of risk / vulnerability and support in the remediation action within the FCC function. * Participate in the development and maintainence of effective governance and oversight of the Financial Crime Survelillance Unit (FCSU) teams and embed a continuous engagement model.  Regulatory & Business conduct  * Display exemplary conduct and live by the Group's Values and Code of Conduct. * Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank.
