This role provides procurement support to strategically important bids across Serco’s Middle East Divisions.

Key accountabilities

Bid support
• Provides procurement support to specific bids in line with the SMS (Serco Management System) and Serco’s Bid Methodology. Provides the key interface between a specific Bid Team and Central Procurement
• Responsible for interpreting and helping facilitate the thinking around client requirements, estimating the volumes and purchased costs of less critical categories and for more critical bid categories; clarifying client requirements into specifications for suppliers, obtaining & negotiating suppliers’ commercial proposals whilst managing contractual risks, and delivering to client timescales
• Where appropriate, and with legal support, manages the offsetting of customer imposed risks to suppliers through the development of appropriate contracted relationships with suppliers
• Ensures bid alignment with Serco’s evolving procurement category strategies
• Leads / facilities appropriate supplier / cross-functional workshops to seek and implement innovative and value adding proposals from suppliers
• Supports the bid team in drafting compelling bid responses to procurement & supply chain related responses, collaborating with technical / operation, legal & commercial colleagues as necessary to provide the optimal responses
• Helps make a visible contribution to Serco’s bid win rate by delivering maximum commercial benefit, optimum risk transfer and innovative and quality supply chain solutions

Proposition support
• Captures the knowledge developed during the bid (cost estimates, specifications, benchmarking information, assumptions, market assessments, procurement-related bid responses) for reuse on similar future bids

Transition support
• Works with the Bid Team on developing and implementing a detailed transition plan for phasing in/out of supplier contracts at contract start and identifies associated assumptions, risks and issues
Graduate calibre, ideally with a postgraduate qualification such as an MSc/MBA or professional qualification such as MCIPS, Certified Practising Accountant (or commensurate experience within a similar organisation)

• Ability to manage the ambiguities that are often a feature of bids and to differentiate between the “vital few” and the “trivial many” issues, and act accordingly

Civil Engineer

Key purpose
The purpose of this position is to supervise and lead a number of Civil Teams to provide effective inspection, engineering and maintenance covering the building structures of stations, depots, system ancillary buildings, sub-stations, cutting embankments and walls, tunnels, car parks, signage and related ground level infrastructure for the metro system.

Structure and reporting relationship:
This role sits within Engineering & Maintenance Department reporting to the Head of Civil Engineering.

Key accountabilities

Customers
• Carry out 24-hour on-call responsibility for incidents and emergency within its section

Operational Excellence
• Lead and give guidance to a number of Civil teams and subcontractors to carry out all level of preventive and corrective maintenance activities and minor modifications in building structures of stations, depots, system ancillary buildings, sub-stations, cutting embankments and walls, tunnels, car parks, signage and related ground level infrastructure
• Plan and allocate resources to all aspects of maintenance activities on a day-to-day basis;
• Carry out maintenance activities out in field on safety critical problem of building and structure where required
• Follow the appropriate procedures and work instructions of maintenance to ensure compliance with the requirements
• Assist subordinates with the job familiarisation and to provide training and assessment where required
• Assist Head of Civil Engineering in maintenance planning and program building structure maintenance works
• Give guidance to Civil Team Leaders to maintain accurate records of building and structure maintenance works accomplished and other information using a computerized maintenance management system
• Assist the Head of Civil Engineering or other technical support staff to implement complex systems or new projects
• Conduct performance review, disciplinary and grievance for Civil Inspectors and Civil Team Leaders

Serco Middle East have been in the Region since 1947, starting out delivering Air Traffic Control Services in Bahrain; a service we are proudly still running today and have expanded to include many other Airports in the region.
We have expanded significantly since that time across the UAE, Saudi Arabia and Qatar. We have been supporting the RTA to operate the Dubai Metro since 2009, are preparing to launch the flagship Saudi Arabia Passenger Rail service from Riyadh to Qassim in 2016. We deliver Facility Management services to both Cleveland Clinic and Healthpoint Hospitals in Abu Dhabi, large-scale medical facilities in Saudi Arabia and a range of educational and commercial properties in the UAE. We also deliver postgraduate education to Officers in the Qatar Armed Forces through the Joaan Bin Jassim Joint Command and Staff College in Doha.
