POSITION OVERVIEW
The Utility Engineer provides a focal point for all utility engineering issues throughout the construction contract by reviewing Contractor’s utility submittals, visiting the site and taking a lead role in the construction supervision of utility relocation/protection works up to commissioning of utility services in coordination with the respective stake holders. The Utility Engineer has an up-to-date knowledge of industry best practices, international codes/standards, local authority/stakeholder’s requirements and possesses a broad knowledge and experience of utility works in large highway/infrastructure projects complemented by practical experience.

SPECIFIC RESPONSIBILITIES
• Provides utility engineering knowledge on utilities relocation/protection works as part of highway/infrastructure projects including but not limited to HV/MV/LV electrical power transmission/distribution lines, transmission and distribution water lines, telecommunication network(copper and FOC), street lighting system (conventional and LED), sewer, irrigation, traffic signal system, oil/gas line, etc.
• Ensures contractor’s compliance with applicable engineering codes, standards and QA/QC systems, policies, and procedures.
• Provides for compliance with items such as local Authority specifications and standards, international standards and specifications, tolerances, safety factors and requirements of client.
• Liaise with Authorities, the Client, Contractors, Consultants and other members of the wider organization.
• Reviews and inspects Construction activities to ensure compliance with designs, Contract drawings and specifications.
• Reviews and approves documentation, such as utility shop drawings, material submittals, method statements, etc for compliance with the Contract requirements.
• Complies with project QA/QC procedures.
• Reports to the Project Manager or Resident Engineer on deliverables.
• Consults with other discipline leaders to ensure the smooth flow of vital information necessary for scheduled completion of construction.
• Supports the needs of other discipline leads for input to their efforts.
• Provides advice concerning design or scope changes identified for review.
• Visits the site to inspect the utility installation progress and identify non-conformances. Provide utility related insight on construction issues.
• Assists in review and validation of record drawings.
• Arranges regular meetings with the Contractor to review progress on utility submittals and site issues.
• Performs other responsibilities associated with this position during construction as may be appropriate.
• Bachelor Degree in Electrical Engineering.
• At least 10 years of related work experience on large scale roads, expressway projects.
• Excellent engineering knowledge on utilities relocation/protection works as part of highway/infrastructure projects (eg. HV/MV/LV electrical power transmission/distribution lines, transmission and distribution water lines, telecommunication network, street lighting system, sewer, irrigation, traffic signal system, oil/gas line, etc.).
• Related work experience in GCC is preferred.
• Excellent written and oral communication skills.
• Can independently work within a strong team environment.

Highway Surveyor - Road/Highway

Opportunity
Parsons is the Project Consultant for the construction supervision of a large prestigious infrastructure project in Qatar. Scope of work includes roads, highway intersections, bridges and other structures, electrical (HV and LV) networks, potable water network, sewerage network, storm water drainage network and other infrastructure.

Position Overview
The Highway Surveyor is a part of the surveying team and will be providing all necessary assistance to the construction supervision team with respect to all surveying works and quantity measurement aspects for the project.

Specific Responsibilities
• Check the elevations, the setting out and rest of survey work by the contractor are required to ensure accuracy.
• Advise the Resident Engineer and recommend actions concerning construction surveys.
• Maintain the construction surveys and quantity records as per the RE instructions.
• Perform the initial baseline and control surveys including establishment of bench marks and recovery of any existing survey monuments to be removed at the start of the project as directed by the RE.
• Attend the Contractor’s request for surveys, including the checking of the Contractor’s setting out of centerlines, structures, slope stakes, etc.
• Check the field measurement surveys including original and final cross sections, check critical elevations, dimensions and locations of structural elements, earthwork grading, pavement and appurtenances, check the Contractor’s detailed survey in advance of construction operations, investigate and clarify survey discrepancies.
• Participate in the format and standard procedures for calculation and documentation of quantities.
• Involve in the calibration and checking of the survey instruments.
• Involve in the as-built review and finalization in coordination with RE’s, ARE, and inspectors.
• Technical diploma (or equivalent).
• 5 years of demonstrable experience in all aspects of civil supervision on major road, highway and general infrastructure projects preferably in the Gulf region.
• Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.
• Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills.

CAD Technician - Infrastructure, Road/Highway and Structural

Position Overview
The CAD technician will be responsible for all drafting work required to finalize changes in design, IFC and the as-built drawings. He will perform basic to complex drafting assignments requiring a thorough knowledge of drafting standards, practices, and techniques. He will be involved in the preparation of drawings as needed during construction and the preparation of the final as-built drawings.

Job Responsibilities
• Performs basic drawing layout and plan drawings from sketches prepared by designers using CAD, Micro Station and Civil 3D platforms.
• Performs dimensional and routine calculations required for the preparation of drawings.
• Adjusts or changes to drawings as directed during advanced planning stages and actual construction.
• Using CAD, Micro Station and Civil 3D draws and letter charts and diagrams for the presentation of various statistical data; ensure standard presentation.
• Liaise with Engineers about the drafting requirements.
• Involved in preparation, checking and record keeping of the as-built drawings and records.
• Files and maintains drawings and diskettes as directed by the SRE/RE; ensure proper backup and archiving.
• Completes additional duties as assigned.
• Minimum high school diploma but candidates with diploma of associate engineer will be given preference.
• Appropriate and recognized diploma/certification in Auto CAD/Micro Station and Civil 3D.
• 5 years of demonstrable experience in all aspects of civil supervision on major road, highway and general infrastructure projects preferably in the Gulf region.
• Civil 3D, Micro Station and CAD experience is a must.

JOB OVERVIEW:
Perform structural design and analysis calculations using governing codes and standards, engineering formulas, skills, experience and as required by the Lead Engineer. This includes analysis, calculations, research, selection, layout, etc., necessary to develop required design documents.
Coordinate design efforts with other project personnel in the same or other departments.

Provide drawings for own designs and produce sketches to incorporate in drawings by Designers/Drafters.

Direct and supervise Drafters activities related to own work.

Review shop drawings for conformance with project criteria and requirements.
Bachelor of Science in Civil or Structural Engineering.

Preferably with Masters in Structural Engineering.

2-3 years of experience in bridges and structures design.

Knowledgeable in the use structural computer software such as STAAD, SAP2000, MATHCAD and Office applications (Word, Excel and PowerPoint).

Conversant with standard Codes such as AASHTO, BS5400, IBC, BS 8110, ACI 318.

Good planning and organization skills.
