The candidate shall be Bachelor / Diploma in Engineering ( with regular 3 year college study) from a reputed university/Technical board  It is mandatory to have NEBOSH Diploma or IGC or equivalent as may be defined by ADCO.  The candidate shall have minimum 5 years of experience , Out of which 2 years shall be in oil & gas construction / Commissioning .   In addition, He shall have preferably minimum 2 years of exposure to overseas projects.   The Candidate must be fluent in English.   Skills and Competencies  1. The Role 
Our client is a consultancy firm which has been retained by the Ministry of Health in Saudi Arabia to deliver a major training initiative. Reporting the Managing Director, the Executive Secretary will hold a coordinating role between senior management team of the company, its stakeholders, and the Ministry, and will provide on-going support for activities related to the training initiative.The successful candidate will build and maintain the relationship between all key stakeholders as well as performing general secretarial office duties including: - Coordinating meetings - Taking minutes - Writing / responding emails - Working with Excel spreadsheets - Assist with English / Arabic translation

The right candidate must have a good track record of project delivery success in the Middle East. The Manager will report to a Director based in the UAE, while working closely with wider RE&C and FA teams to serve clients involved in various property, construction and advisory projects across the Middle East.  As a Manager in the Real Estate & Construction team, you will be required to do the following: • Undertake independently the full range of Quantity Surveying services from cost planning / estimating through cost management, cash flows and forecasting and claims review and resolution. • Lead and interface with Client and delivery teams • Lead and supervise work quality whilst maintaining strong risk management • Assisting in training and developing staff. • Providing expertise on cross functional matters together with industry best practices. • Serving a variety of clients within multiple industries. • Deliver / supervise a range of construction projects commissions across the Middle East. • Act as an ambassador internally and externally • Be able to promote Quantity Surveying services internally and externally including limited training / awareness sessions as required. 
Requirements 
• Have strong Commercial / Quantity Surveying skills with demonstrable experience in project feasibility, procurement, controls, management into final account disputes and claims  • Have a minimum of 5 years direct and related construction industry experience in the planning, delivery of major capital projects in the Middle East.  • Hold a recognised degree and be in the final stages of study for RICS, APM, CIOB or in the equivalent professional qualifications  • Have direct experience in the review and assessment of variation / prolongation and disruptions claims • Be a ‘self-starter’ able to work under the minimum of supervision to develop, deliver and grow business to Clients – internally and externally. • Have strong soft skills to develop Client relationships.  • Proficiency in English and preferably Arabic (written and spoken) • Willing to work hours as needed to meet Client deadlines and Firm needs. • Strong proficiency in basic PC applications (Excel, Word, PowerPoint) with a general understanding of data analysis techniques. • Full mobility to travel as requested. • Ambitious to develop own career  • Residing in Dubai
