The right candidate must have a good track record of project delivery success in the Middle East. The Manager will report to a Director based in the UAE, while working closely with wider RE&C and FA teams to serve clients involved in various property, construction and advisory projects across the Middle East.  As a Manager you will be required to do the following: • Undertake independently the full range of Project and Planning duties from the development of logic linked programmesprogramme analysis, programme reviews and assessment, project execution planning, monitoring and forecasting  • Experience in the contractual review of project programmes including Time Impact Analysis, As-Built and As-Built Collapse programmes and claims • Lead and interface with Client and delivery teams • Lead and supervise work quality whilst maintaining strong risk management • Assisting in training and developing staff. • Providing expertise on cross functional matters together with industry best practices. • Serving a variety of clients within multiple industries. • Deliver / supervise a range of construction projects commissions across the Middle East. • Be able to promote Planning / Scheduling services internally and externally including limited training / awareness sessions as required. 
Requirements 
• Have strong Planning / Programming / Project Management skills with demonstrable experience in project feasibility, procurement, controls, management into final account disputes and claims  • Have a minimum of 5 years direct and related construction industry experience in the planning, delivery of major capital projects in the Middle East.  • Hold a recognised degree and be in the final stages of study for a recognised professional qualification  • Have direct experience in the review and assessment of variation / prolongation and disruptions claims • Be a ‘self-starter’ able to work under the minimum of supervision to develop, deliver and grow business to Clients – internally and externally. • Have strong soft skills to develop Client relationships.  • Proficiency in English and preferably Arabic (written and spoken) • Willing to work hours as needed to meet Client deadlines and Firm needs. • Strong proficiency in basic PC applications (Excel, Word, PowerPoint, P6 and other relevant software with a general understanding of data analysis techniques. • Full mobility to travel as requested. • Ambitious to develop own career  • Residing in Dubai

The Role 
Operational Excellence • Lead a team of Mechanical, Electrical & Plumbing Services Technicians out in the field to carry out all level of preventive and corrective maintenance activities and minor modifications on building services covering platform screen doors system, station automated doors, building automated doors, portable electrical equipment, fire detection/suppression (FPS), tunnel ventilation, heat exchanger ventilation & air-conditioning, lighting system, uninterrupted power supplies, lifts, escalator, travelators; Some of these systems are installed along trackside, whilst others can be found in stations and still some others in depots • Follow the relevant procedures and work instructions to ensure compliance with the required requirements • Ensure the maintenance tools & equipment are in good condition • Supervise and diagnose cause of electrical or mechanical malfunction or failure of operational equipment, replace faulty equipment and handover/taken back to the electro-mechanical workshop for repair • Lead and supervise the line maintenance team on site in carrying out functional test, troubleshoot, and assemble/disassemble tests as required, repair and replace defective parts in motors, relays, switches, panel boxes, remote control equipment, gear boxes and other electrical and mechanical assemblies associated to platform screen doors, station automated doors, building automated doors, portable electrical equipment, fire detection/suppression (FPS), tunnel ventilation, heat exchanger ventilation & air-conditioning, lighting system, uninterrupted power supplies, lifts, escalator, travelators; • Assist subordinates with the job familiarisation • Conduct performance review for Mechanical, Electrical & Plumbing Services Technicians; • Assist and support in conducting disciplinary and grievance meetings for Mechanical, Electrical & Plumbing Services Technicians • Produce and maintain accurate maintenance records of Mechanical, Electrical & Plumbing Services facilities, equipment performance, work accomplished and other information using a computerised maintenance management system • Assist the Mechanical, Electrical & Plumbing Services Engineer and/or other technical support staff to implement complex systems or new projects • Drive work vehicles when responding to emergencies and when required on duty • Perform shift and emergency duties when required  People and Culture • Perform and carry out duties as instructed/ directed by the Mechanical, Electrical & Plumbing Services Senior Engineer and Building Services Engineer  Financial  HSQE • Awareness of the Integrated Management System and the content of the Health, Safety, Quality & Environment and Information Security Policy Statements • Understanding of personal responsibilities and contribution to achieving compliance with the Integrated Management System requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above • To exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions • To use safety equipment (including PPE) as required and intended and observe that this is also enforced among subcontractors and third parties working in Serco’s controlled premises/systems • Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties • Lead by example and look at ways to conserve energy, water and resources and minimise the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels • Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental • Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties 
Requirements 
• Vocational trade certificate or diploma in electrical or mechanical engineering discipline or equivalent • Working knowledge in maintaining and repairing motors and pumps, relays, I/O modules, control units, wirings, bearings, drive belts, coils, gearboxes, damper, values, impellers, motor controls, air handling units, chilled water system, fire alarm panels, fire pumps, UPS, batteries and diesel engines, etc. would be a definite advantage.  Essential technical and professional skills and knowledge • Must have good eyesight and normal colour vision • Thorough understanding of the use, calibration and care of various electronic test equipment and ability to interpret instructions in a variety of written, verbal, pictorial forms in order to carry out the maintenance activities as required • Ability to compile simple technical reports, routine business correspondence, prepare method statements and drawings as required • Possess good communication skills and the ability to manage multiple tasks efficiently and work productively in a fast-paced, team-oriented environment • Strong organisational skills, detail oriented, and the ability to handle multiple priorities • Hold a valid local driving license with good driving skill and experience  Essential experiences • Minimum 2 years work experience as a qualified Mechanical, Electrical & Plumbing Services Technician in maintaining and repairing Mechanical & Electrical facilities covering platform screen doors system, lighting system, tunnel ventilation system, environmental control systems, fire fight system, LV power control system and emergency power supply system, lifts and escalators • Preferably with 1 year of supervisory experience in supervising a team of Mechanical, Electrical & Plumbing Services Technicians to carry out the maintenance activities  Additional dimensions, KPIs or special features of the role  Scope and Complexity • Provides advice, guidance and interpretation • Ensures achievement of operational and day to day goals and plans for days ahead.
