Planning Engineer

The Role 
The Planning Engineer is part of the shared services team and will be providing all necessary assistance to the construction supervision team with respect to all planning and scheduling issues and progress of the works. The incumbent will be responsible for the review and approval of the submitted work program by the contractor and he will monitor the work progress during the construction and reports to the Planning and Controls Manager. He will participate and coordinate with the contractor to produce recovery work programs in case of delays and he will participate in assessment and analysis of time related claims.  Job Responsibilities • Review, check and evaluate the Contractor’s time schedule of works. • Following the review, recommend, acceptance / rejection of the Contractor’s time schedule to Planning Manager for forwarding the recommendation to the Engineer (PMC) and Client for program acceptance. • Monitor the work progress, compare to the accepted program of work and report to the Planning Manager. • Coordinate with the Planning Engineers of Client/PMC and the Contractor on all scheduling issues and progress. • Prepare weekly, monthly (or any period agreed with the Engineer (PMC) / Client) reports about the status of construction progress. • Evaluate, and forecast project progress and performance against the established accepted / amended schedule with critical milestones. • Assess the impact(s) of design/construction changes and schedule slippages. • Inform the Planning Manager (for informing PMC / Client) of any potential delays in the project completion or the milestones. • Analyse, assess and participate in discussions about any suggested recovery program by the Contractor to mitigate any delays.  • Participate in the assessment and analysis of time related claims by the contractor. 
Requirements 
• Bachelor degree in Civil Engineering, Construction or related field and 7 years of related work experience. • Dubai-UAE experience is preferred. • Must be knowledgeable of current Primavera Enterprise Systems (P6) scheduling technology and how it can be effectively utilized on the project. • Proven ability to perform in a technical role. • Excellent written and oral communications skills.

The Role 
The document controller performs variety of document control functions for the project. She/he will record and file all the incoming correspondence from the contractor and other parties and record and file all the outgoing correspondence to the contractor and other parties. She/he will log and file all submittals together with all approvals and he distributes the documents to the concerned parties.   Job Responsibilities • Plans, organizes, and implements systems for efficient document processing of all communications, the Contractor documents, design documents, construction documents or other internal or external documents. • Coordinates the flow of documents between project team and other project stakeholders. • Responsible for the electronic document management system. • Log and file all the incoming correspondence.  • Log and file all outgoing correspondence. • Prepare the status reports of the incoming and outgoing documents on weekly and monthly basis.  • Log and file all the submittals and approval of the shop drawings, material, method statements, authorities approvals, etc.  • Supports the receipt, tracking, and monitoring of documents using standard document management programs to register documents, maintain databases, and produces logs, transmittals, and other reports as required. • Performs other responsibilities associated with this position as may be appropriate. 
Requirements 
• High school diploma (or equivalent). • 3-5 years of relevant work experience. • Dubai-UAE experience is preferred. • Proficient keyboard skills and a working knowledge of MS Windows and related word processing, spreadsheet, and database software is required.  • Assignments will require a working knowledge of Electronic Document Management Systems.  • Good written and oral communication, organizational, and interpersonal skills, as well as a demonstrated ability to interact effectively with project personnel and management.

Senior Resident Engineer - Roads

The Role 
The Senior Resident Engineer will represent the consultant (PIL) on the project and will administer the operational functions of the day-to-day activities of the construction supervision on the project He will supervise the work of the members of the construction supervision team to ensure that the project will be completed as per the contract.   Job Accountabilities: - Act as the Engineer’s Representative. - Direct supervision and coordination of the construction works to achieve construction in accordance with the Contract Documents. - Direct, assist and monitor the performance of the construction team namely, the Resident Engineers, inspectors, surveyors and materials teams. - Lead the construction supervision team. - Manage construction supervision, quality control, financial control, hand over and other site operations. - Act as the point of contact for Contractors. - Monitor progress against accepted construction schedule and review the Contractor’s progress reports. Asses the progress and inform the PMC and the client in case of delay. - Manage the change procedure in agreement with the Engineer (PMC) and PWA and issue properly authorized instructions to the Contractor, as appropriate. - Report to the Engineer (PMC) and the PWA on actual progress against the schedule and cost objectives approved by PWA. - Identify specific problems that have occurred, and the proposed solutions by the Contractors, as appropriate. - Provide claims analysis support, including dispute resolution. - Participate in contract close-out activities. - Coordinate with all concerned parties on all construction (and design) issues. - Chair the progress meetings with the Contractor and report on issues, as necessary. - Report issues, status and progress of works on site. - Monitor the Contractor’s performance. - Monitor concerned authorities (agencies) approvals. - Monitor and report on deficiencies related to planned resources. - Review Contractor’s progress reports. - Assess progress on site and prepare reports to be submitted to the Engineer (PMC) and PWA. - Coordinate (as necessary) all utility matters between contractors and all concerned Agencies. - Set and monitor duration of submittal review and approval of shop drawings, material submittals, etc. - Monitor and manage the as built records. - Provide final approval to Works and arrange handover and manage the contract close out activities. - Ensure safety goals are achieved on the project. - Fully accountable and responsible for ensuring the Project Safety Plan (PSP) is in place and functioning from the beginning of the project; participates in PSP development. Ensures that all Parsons Project based employees work safely and in accordance with the PSP. - Maintain a daily dairy by him, all Resident Engineers and daily reports by all inspectors. - Check and verify the information in the Contractor’s daily report including all the resources (labour, equipment and materials). - Maintain awareness of contracts financial status. 
Requirements 
- BSc Degree in Civil Engineering or equivalent. Degree shall be obtained from North America, W. Europe, Australia or equivalent University. - Chartered Status / Professional License is preferred. Chartered, Licensed or Professional certification shall be obtained from North America, W. Europe, Australia or equivalent. - Min of 14 postgraduate years of experience and a min. of 5 years of similar work experience on large infrastructure projects.  - Min of 5 years of experience working in North America, W. Europe, Australia or equivalent. - Regional experience is preferred. - Qualified professional who can manage and coordinate specialized activity, discipline or team of moderate size and complexity. - Leads in the formulation of advanced technical concepts. - Provides specialist services in support of project requirements.  - Independently performs highly complex professional assignments demanding contributions calling for the application of specialized principles.

Responsible for reviewing the performance of subcontractors to assure contract compliance, the application of accepted construction technology and standards, and the acceptable standardization of materials and supplies. Willingness to relocate to construction site locations is expected.  Duties and Responsibilities:  • Performs field engineering assignments involving the development, execution, supervision, and coordination of all technical aspects of a construction project. • Maintains first-level quality assurance to confirm that the installation of all work within his/her discipline is in accordance with the plans, specifications, and industry standards.  • Ensures that tests and inspections are performed, witnessed, and documented in accordance with approved procedures. • Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees. Ensures that personnel of the assigned group engage in safe work practices in compliance with site-specific safety procedures and industry standards. • Establishes and maintains liaison with the discipline design engineering staff. Reviews and interprets discipline design drawings and specifications to ensure current revision level and correct technical execution of the work. • Provides resolution for technical engineering problems within the assigned discipline(s); coordinates application of solutions. • Develops discipline construction schedules and monitors progress. Provides schedule and progress appraisal report to the Resident Engineer. • Organizes the accumulation of assigned discipline data for the final project turnover and report. • Initiates and maintains records, back-charge procedures, progress reports, etc., as required. • Performs other responsibilities associated with this position as may be appropriate. 
Requirements 
• Bachelor’s degree in Electrical Engineering from a recognized university. • Minimum 10 years of experience in an engineering/consulting environment including construction supervision of land development infrastructure projects.  • Skills to communicate with client representatives, deal with government agencies and authorities, and other construction teams on the project. • Excellent written and verbal communication skills in English.
