SPECIFIC RESPONSIBILITIES:
• Prepares as-built drawings, engineering drawings comprised of basic arrangements, layouts, flowsheets, assemblies, isometrics, etc. from rough sketches or from general engineering and design information.
• Performs dimensional and routine calculations required for the preparation of drawings.
• Draws conventional, moderately complex and complex details on drawings.
• Makes adjustments or changes to drawings as directed during advanced planning stages and actual construction.

OVERVIEW:
The Senior Utilities Design Engineer may lead and coordinate utilities design work such as drainage, foul sewerage, water supply, sewage, street lighting, electrical, communication, etc. with all engineering disciplines in the office and other stakeholders as necessary. The Engineer at this level is a fully qualified professional, proficient in the utilization of most engineering theories and practices. 

JOB DESCRIPTION:
• Designs and lays out complete systems and components of a Company project with all related facilities, including design elements for which there may be no clearly established precedents. Utilizes good judgment and prior experience, anticipates problems at the outset, and provides solutions.
• Provides for compliance with items such as specifications, tolerances, safety factors and requirements of client.
• Performs interdisciplinary design reviews, and provides coordinating data to ensure a compatible design.
• May give lead direction to a team of checking personnel, ensuring the mathematical accuracy of the drawings produced.
• Understands and applies company design standards and methods. Helps establish or revise guidelines, as appropriate.
• Coordinates with Engineers and other disciplines to ensure quality of design.
• Completes additional duties as assigned.
• Degree in Civil Engineering or related discipline. 
• At least 15 years of hands on design experience of wet and dry utilities for large scale roads and infrastructure projects.

Assistant Resident Engineer

Parsons is the Project Management Consultancy for a major metro project in Qatar. We manage the design and construction of the rail/trackwork for four new metro lines. We are currently looking for an Assistant Resident Engineer for the DEPOT. This position reports to the Resident Engineer of the specific site, either the maintenance depot or the Stabling Yard West and is responsible for the specific disciplines cited. The ARE’s principal function is to monitor the conduct, performance and progress of the work carried out by the MSI Contractor and to identify any time-related or quantitative change compared to the approved design documents and contract requirements.

Specific Responsibilities
• Inform the Resident Engineer on the progress of construction and on relevant critical issues.
• Provide for the transition from design phase through to the construction phase for the specific disciplines cited.
• Coordinate the actions performed by the assigned inspectors.
• Carry out the Consultant Services required for this position and deemed to represent the minimum acceptable qualifications for the services.
• Assure that the MSI Contractor adheres to the applicable legislation and statutory requirements, as well as any employer-specific requirements.
• Verify and review the continued adequacy, suitability and effectiveness of implemented systems and services.
• Coordinate the actions of assigned QA representative and any other PMCS support staff tasked to support site-specific matters.
• Cooperate with the QA/QC Manager for effective resolution and process improvement of non-conformance process, when requested by the Resident Engineer.
• Coordinate, under the consolidation of the HSE Manager, the application of the required protection and safety measures.
• Provide continuous contact with the site managers to obtain the required information and support from all of them.
• Participate in training and/or arrange for training related to the execution of construction.
• Put into practice the directions cited in meeting minutes, Resident Engineer’s Instructions or other Qatar Rail or PMCS directives.
• Monitor the implementation of environmental plans.
• Contributes to the work of the Resident Engineer by providing him with all necessary information in a prompt and valid way.
• Provide advice and expertise on construction matters to Qatar Rail staff and other consultants, after discussion with the Resident Engineer.
• Take necessary steps for preventing the occurrence of possible nonconforming work.
• BSc in Civil Engineering, BEng, BA or equivalent degree.
• Total of 10 years experience and min. of 5 years experience performing a similar role as Assistant Resident Engineer on similar size projects.
• Is familiar with different international standards and specifications.
• Demonstrate extensive experience in a similar role on a comparable international transit system.
• Proven installation experience in Major construction projects.
• Familiar with QCD Codes and Standards (beneficial).
• Experience and knowledge of implementation project engineering processes covering installation and construction.
• Knowledge of Safe and Safety Related activities in the rail environment.
• Self-starter, able to work on own initiative and outdoors in a Middle East environment.

Land Surveyor (Infrastructure, Road/Highway)

Parsons is the consultant of the construction supervision contract of a major road/highway project in Doha. Scope of work includes road, drainage, utilities, landscape, structures, and traffic.

The Land Surveyor is part of the surveying team and will be providing all necessary assistance to the construction supervision team with respect to all surveying works and quantity measurement aspects for the project. The Land Surveyor will report to the Senior Land Surveyors or to the Resident Engineer (Roads / Utilities) if as applicable. 

Specific Responsibilities
• Check the elevations, the setting out and rest of survey work by the contractor are required to ensure accuracy.
• Advise the Senior Land Surveyor and Resident Engineer and recommend actions concerning construction surveys.
• Maintain the construction surveys and quantity records as per the Senior Land Surveyor instructions.
• Perform the initial baseline and control surveys including establishment of bench marks and recovery of any existing survey monuments to be removed at the start of the project as directed by the Senior Land Surveyor and Senior Resident Engineer.
• Attend the Contractor’s request for surveys, including the checking of the Contractor’s setting out of centrelines, structures, slope stakes, etc.
• Check the field measurement surveys including original and final cross sections, check critical elevations, dimensions and locations of structural elements, earthwork grading, pavement and appurtenances, check the Contractor’s detailed survey in advance of construction operations, investigate and clarify survey discrepancies.
• Participate in the format and standard procedures for calculation and documentation of quantities.
• Assist the Senior Land Surveyor in training in the use of modern survey equipment.
• Involve in the calibration and checking of the survey instruments.
• Involve in the as-built review and finalization as per the Senior Land Surveyor and in coordination with RE’s, site engineers, land surveyors and inspectors.
• Technical Diploma.
• Min of 10 postgraduate years of experience and a min. of 5 years of similar work experience on large infrastructure projects 
• Regional experience is preferred.
• Can undertake complex technical support with no supervision tasks such as drafting, graphic design, engineering support, site inspections, IT network administration, document control, KPI computation.
