Project Manager

Our client, a leading Tier 1 general contracting firm with regional MENA operations, has secured numerous key commercial building projects and now seek to expand their resource capability in key leadership roles. They now seek to appoint 3 x Project Managers across the Kingdom across three key projects. These roles are responsible for planning, directing and managing all the activities, processes and day to day operations of projects to ensure that the execution is in accordance with the project plans, quality and budgets.

The projects comprise:
• Al Ahsa (Eastern Province): University Hospital valued at SAR540M that comprises two buildings over an area of 180,000 sq. m. (EPC). 
• Rabigh (Western Region): 180 Residential Villas in compound at King Abdullah Economic City in. Scope comprises the construction of furnished villas and surrounding infrastructure valued at SAR220+M.
• Makkah: University Hospital valued at SAR300M. 

Reporting to the COO / Project Director and managing a project team, this role is responsible for the following:
• Provide general management, operational and technical direction to subordinates with regards to the various aspects & phases of the project to ensure professional and timely execution of the project within the allocated resources and budgets.
• Assumes complete responsibility of the project planning, execution and monitoring activities through managing delivery in accordance to project set time, quality and budget.
• Coordinate with the operations department / engineering department in providing the detailed shop drawings for projects.
• Ensures that material supplies from both suppliers & subcontractors are in accordance with project specifications, requirements and conditions.
• Ensures that material quantities and specifications in accordance with the project agreement and that these quantities are delivered on time.
• Checks and ensures that the project management team is working in harmony and is focused on executing the project within allocated specifications, requirements, time and approved budget.
• Ensures that the daily and weekly planning schedules are prepared and adhered to by the project management team.
• Monitors and resolves any issues or notifications concerning project execution.
• Monitors and resolves any issues or notifications raised by the clients, consultant and/or subcontractor concerning the project execution.
• Coordinates and liaises with respective company departments to ensure smooth flow of work in the project without any hindrances and problems and support related company departments in performing their monitoring and controlling tasks (inspections, audits, etc.).
• Reports and provides periodical reports to COO / Project director / PMO on project progress, performance, issues, client satisfaction and financial position in order to facilitate decision making within the region.
• Conducts meetings with clients, subcontractors and project management team on regular basis to discuss areas of concern and review progress and resolve any issues.
• Communicates and discusses the functions guidelines and procedures with project employees to ensure responsibilities, authorities and accountabilities are defined and understood.
• Provides guidance, support, leadership and management to the project employees to ensure effective flow of work and ensures that all employees recognize their fundamental roles to achieve the firm’s overall organizational objectives.
• Ensure safety at project work locations.
• Monitors the adherence of project employees to the company’s guidelines, policies & procedures.
• Ensures effective project performance through the selection, development, deployment and motivation of competent staff.
• Bachelor Degree in Engineering, Construction or comparable with a minimum of 10 years of relevant project management experience with a strong background in large scale commercial projects including hospitals, residential, airports, high rise tower and city developments. Must be a proven performer in the achievement of deadlines and targets.
• Candidates from an international contracting background are preferred and specifically from within the GCC markets.
• Professional Certificate (i.e.) PMP is highly desirable.
• The communicator we seek must possess strong leadership skills, negotiation abilities, analytical skills essential as well as accuracy and attention to detail.
• Bilingual language skills in English and Arabic would be highly regarded but not essential for all positions.
• This role is for a 6 day working week on site.

QA/QC Manager

Our client, a leading Tier 1 general contracting firm with regional MENA operations, has secured numerous key commercial building projects and now seek to expand their resource capability in key leadership roles. They now seek to appoint a QA / QC Manager in Riyadh for this leadership position. This role is responsible for implementing and maintaining the QMS as per ISO 9001 standards and for managing the staff that monitor the quality of work during execution of awarded projects. This role is also responsible for ensuring all stages of work are performed according to specifications, client’s requirements, and Quality Assurance / Quality Control set policies and procedures.

Reporting to the Chief Operations Officer and managing a QA/QC team of 10+ staff, this role is responsible for the following:
• Develops adequate policies, procedures and processes to maintain efficient operational excellence in order to achieve the Company’s strategic objectives.
• Organizes, implement, conduct and manage the QMS as per Company policy and ISO 9001:2000 standard. Maintain the ISO certification for the firm.
• Maintain record of internal non-conformances and conduct necessary follow-up to ensure satisfactory corrective and preventive actions are taken.
• Prepares the company’s QA manual, controls, supervises all amendments and revisions and manages the distribution of all the company’s quality documentation.
• Verifies quality related project / site activities are in accordance with the applicable codes and standards.
• Review and implements Project Quality Plan, Inspection and Test Plan, Method Statements and project specific procedures.
• Maintains open communication channels with the Subcontractors, Consultant, and Site management to ensure proper feedback and ongoing quality control.
• Implements all aspects of the QA/QC policy and procedures and ascertains that all project related work carried out by the company, subcontractors complies fully with the agreed-upon contract documents.
• Coordinates with relevant internal and external parties to address, clarify and resolve any QA/QC related issues.
• Provides expertise on inspection techniques and methods in coordination with business development function.
• Implement and manage Customer / Client satisfaction survey
• Reviews the acceptance of subcontractor quality systems documentation and conducts technical and quality assessments of subcontractors.
• Monitors all quality related activities on projects and performs all internal and external operational audits on behalf of the company’s subcontractors.
• Reviews and coordinates the approval of the projects/ sites QC technical submittals to the client.
• Prepares and controls project quality management system documentation prior to project commencement.
• Assess the needs of each new project and develop project-specific procedures and plans.
• Monitor the progress and effectiveness of the project quality management system. Recommends and implements improvements when required.
• Control all achieved documentation upon the completion of the project.
• Bachelor Degree in Construction, Engineering or comparable with at least 6 years of relevant work experience. 
• Strong leadership skills, negotiation abilities, analytical skills essential as well as accuracy and attention to detail.
• An exceptional communicator, candidates who are familiar with the GCC region and have strong contacts will be highly regarded.

Our client, a general contracting Qatari conglomerate, is now seeking an experienced Finance & Accounting Manager to join their team and lead their Finance Department and Financial Management of their company and projects in Qatar, valued at up to US500M.

With dual reporting to the Corporate Finance Manager and General Manager, this role is responsible for the following:
• Overall responsibility for the financial management such as business planning, budgeting, cash management, billing, banking, etc. 
• Providing advice and guidelines to Corporate Finance Manager and GM on key matters related to Finance.
• Ensuring all funds, physical assets and other property assigned to Finance and organization are properly safeguarded, maintained and administered. 
• Providing management with timely and accurate reporting, and confidence in the integrity of the financial system.
• Providing financial advice on business structure, plans and operations, as well as identifying, recommending and implementing business solutions.
• Ensures financial compliance with Treasury requirements.
• Ensures Finance Department is staffed with competent personnel and that key personnel are continuously trained and developed. 
• Recommends performance standards for key areas of operations including but not limited to, cash flow projections, costing parameters for key operating areas, operational efficiency of assigned organizations, training and development of personnel, etc. 
• Supervises accounts function to facilitate financial accuracy and reliability.
• Prepares monthly management reports. 
• Ensures accounting policies and procedures are implemented and in compliance with the overall company policies.
• Provides financial guidance and advice to other Divisions in improving their operational efficiency.
• Reviews and analyses financial performance in relation to annual plans and programs.
• Bachelor Degree in Accounting or Finance with CPA, CMA, or CA qualified being advantageous. 
• Minimum 10 years’ experience in a similar leadership role, with experience in the contracting, trading and/or fabrication sectors is essential.
• Excellent interpersonal skills and a collaborative management style.
• Excellent verbal, analytical, organizational, writing and presentation skills.
• Fluency in both Arabic and English is preferred.
• Candidates with local experience and experience in using Delta ERP system will be highly regarded.
