We are now seeking an exceptional Design Manager - Infrastructure to join our award winning team based within our Jeddah / Makkah site. This critical role will be responsible for the progress of design development across the project. Paramount to success within this varied role will include; • Proven ability in leading and managing infrastructure design through all concept, preliminary and final design stages on large mixed-use development projects in coordination with stakeholders and permitting authorities, including roads, water supplies, sewer lines and electrical grids. • Ensure a high quality service is delivered throughout the project, whilst maintaining minimum standards in accordance with the project management scope of services. • Advise the client on all matters pertaining to master planning, programming, concept design, schematic design, design development, working drawings, tender documents, tender submittals and evaluation. • Monitor the executions, administrations and performance of the design development. • You will be responsible for workshops, progress meetings and design management meetings with the various stakeholders, and will be required to establish the methodology for ensuring the production of complete and approved design, tender and contract documentation. • Demonstrates excellent communication and time management skills.
Requirements
To be successful in this dynamic opportunity, we envision that you will bring a minimum of 15 years career experience with a Bachelor Degree in Civil Engineering. This critical role will be responsible for providing leadership and direction to the project team, consultants and contractors during the planning, development and delivery phases of the project. Paramount to success within this varied role will include; * Providing leadership, guidance and advice to the project team. * Ensuring work is conducted with quality assurance protocols. * Liaising with the client, developer, consultants and contractors as well as KEO internal construction management, supervision and design divisions. * Ensuring the delivery of the contracted PM/CM infrastructure services to the client. * Participating in implementing the Project Management Plan and procedures. * Preparing tender strategies by identifing qualified consultants, contractors and vendors, whilst preparing and issuing RFP's and evaluating proposals. * Overseeing and guiding consultants design progress activities and monitoring and verifying design progress submittals at all design phases. * Attending meetings and workshops with consultants and contractors, preparing the meeting minutes and achieving identified actions. * Organising and managing design review meetings, workshops and reports during design phases. * Reviewing and monitoring project cost estimates, value engineering proposals and cost reconciliation. * Assisting with the development and maintenance of the risk management plan. * Being instrumental in establishing a culture throughout all the project stages by leading by example and finding practical and cost effective solutions in collaboration with other project stakeholders.
Requirements
To be successful in this dynamic opportunity, we envision that you will bring a minimum of 20 years career experience working on large infrastructure projects with a minumum value of 4 Billion SAR, with a Bachelor Degree in civil engineering or project management. A Professional Membership of an Engineering or Construction Management Society is viewed favourably. Bilingual communication skills in both English and Arabic are essential. Paramount to success within this varied role will include; * Coordinating design development of buildings, public realm and infrastructure with client, design consultants, regulatory agencies, involved stakeholders, including the contractor design consultant and the third party design review consultant. * Ensuring that the design is coordinated with all regulatory and stakeholder requirements. * Responsibility for resolving site specific design issues with design consultants and communicating those issues to the project delivery team. * Assisting in the procurement process and management of design consultants. * Responding to contractors' RFI's related to design issues, in context of the requirements. * Providing and coordinating design deliverables schedule input to consultants and contractors, and ensure on-time delivery of documents. * Review design documents and provide comments, review all comments for relevance and consistency. * Provide technical leadership to assure that all technical work reviewed is of high quality, accurate, and within the context of schedule and budget. * Assure design is in conformance with contractual requirements, assure that all design submissions meet the quality standards set forth by the program.

Paramount to success within this varied role will include; • Developing and maintaining professional and meaningful relationships with client representatives to ensure program and project requirements are being satisfied. • Ensuring the delivery of the contracted PM services to the client. • Oversee the consultant, contractor and supplier procurement processes including prequalification, bidder lists and RFP preparation, tender analysis and recommendations. • Manage and coordinate planning and design phases with consultants and internal architects/engineers. Provide leadership, guidance and advice to the program and project teams. Ensure that the required staff resources are available to complete all scoped services. • Manage and direct the development and maintenance of the program and project schedules for all phases of the project including planning, design and construction. Identify and mitigate delays or schedule slippage. • Administer the development and maintenance of the cost and claims management plans including budget and estimate preparation, cash flow curves, value engineering (VE), preparation of bill of quantities as well as assessment of payment applications, variations and claims. • Ensuring prompt payment of money owed to KEO in accordance with Contract terms and conditions. Progressing overdue payments as a priority. • Effective and efficient administration of project accounts, management of internal job costing in relation to the fee and service and resource requirements. • Staff selection, recruitment, development and training in accordance with Divisional policy and practices.

Project experience should include finishes and closing a project ie. hotels. Chartered status and stadium experience will be viewed favourably.
