Senior Highway Surveyor - Road/Highway

Opportunity

Parsons is the Project Consultant for the construction supervision of a large prestigious infrastructure project in Qatar. Scope of work includes roads, highway intersections, bridges and other structures, electrical (HV and LV) networks, potable water network, sewerage network, storm water drainage network and other infrastructure.

Position Overview

The Senior Highway Surveyor is part of the shared services team and will be providing all necessary assistance to the construction supervision team with respect to all surveying works and quantity measurement aspects for the project. The Senior Highway Surveyor is the leader of the Highway Surveyors team assigned for each discipline under the respective Resident Engineer.

Specific Responsibilities

• Advice the SRE and RE’s and recommend actions concerning construction surveys.
• Maintain the construction surveys and quantity records.
• Direct the initial baseline and control surveys including establishment of bench marks and recovery of any existing survey monuments to be removed at the start of the project.
• Supervise and direct the field survey parties to comply with the Contractor’s request for surveys, including the checking of the Contractor’s setting out of centrelines, structures, slope stakes, etc.
• Check the field measurement surveys including original and final cross sections, check critical elevations, dimensions and locations of structural elements, earthwork grading, pavement and appurtenances, check the Contractor’s detailed survey in advance of construction operations, investigate and clarify survey discrepancies.
• Establish the format and standard procedures for calculation and documentation of quantities.
• Conduct training in the use of modern survey equipment.
• Supervise the maintenance of the equipment and involve in the calibration and checking of the survey instruments.
• Coordinate and schedule all survey works to serve all disciplines as required by the different RE’s.
• Involve in the as-built review and finalization in coordination with RE’s, Site Engineers, Highway Surveyors and Inspectors.
• BSc Degree in Civil Engineering or equivalent.
• Min of 10 demonstrable experience in all aspects of civil supervision on major road, highway and general infrastructure projects preferably in the Gulf region. of experience and a min. of 7 years of similar work experience on large infrastructure projects.
• Regional experience is preferred.
• Qualified professional who can manage and coordinate specialized activity, discipline or team of moderate size and complexity.
• Provides specialist services in support of project requirements.
• Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.
• Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills.

Planning Engineer - Road/Highway and Structures

Position Overview

The Planning Engineer is part of the shared services team and will be providing all necessary assistance to the construction supervision team with respect to all planning and scheduling issues and progress of the works. The incumbent will be responsible for the review and approval of the submitted work program by the contractor and he will monitor the work progress during the construction and reports to the Planning and Controls Manager. He will participate and coordinate with the contractor to produce recovery work programs in case of delays and he will participate in assessment and analysis of time related claims.

Job Responsibilities

• Review, check and evaluate the Contractor’s time schedule of works.
• Following the review, recommend, acceptance / rejection of the Contractor’s time schedule to Planning Manager for forwarding the recommendation to the Engineer (PMC) and Client for program acceptance.
• Monitor the work progress, compare to the accepted program of work and report to the Planning Manager.
• Coordinate with the Planning Engineers of Client/PMC and the Contractor on all scheduling issues and progress.
• Prepare weekly, monthly (or any period agreed with the Engineer (PMC) / Client) reports about the status of construction progress.
• Evaluate, and forecast project progress and performance against the established accepted / amended schedule with critical milestones.
• Assess the impact(s) of design/construction changes and schedule slippages.
• Inform the Planning Manager (for informing PMC / Client) of any potential delays in the project completion or the milestones.
• Analyse, assess and participate in discussions about any suggested recovery program by the Contractor to mitigate any delays.
• Participate in the assessment and analysis of time related claims by the contractor.• Bachelor degree in Civil Engineering, Construction or related field and 10 years demonstrable experience in all aspects of civil supervision on major road, highway and general infrastructure projects preferably in the Gulf region.
• Must be knowledgeable of current Primavera Enterprise Systems (P6) scheduling technology and how it can be effectively utilized on the project.
• Proven ability to perform in a technical role.
• Must have a sound knowledge about contractual relationships.

The Contracts Manager will be in charge of a small QS group on a large construction contract and will be responsible for providing senior management with advice on financial matters including but not limited to contractor payments, variations and claims, and contract closeout procedures. Specific Responsibilities
• Responsible for providing senior-level guidance to assigned personnel, and ensures proficiency and timeliness of all contract administration functions.
• Responsible for determining the contract management strategy in dealing with variations and claims.
• Collaborates with the Client’s representative to deal with contract management issues as well as support in any negotiations and administration.
• Directly oversees the negotiation of difficult and complex issues with the Contractor.
• Manages direct reports work and supports completion of the contractor payments, engineer’s estimates, variations and claims by providing guidance and review.
• Responsible for managing, reporting, and analysing all contractual matters, including final payments and retention.
• Manages support team to assure contracts effectively managed during the course of the contract period and ensures its close-out is in accordance with established procedures.
• Oversees the reviews and recommendations for claims and other contractual matters to the senior management.
• Oversees the review and/or preparation of the progress reports and in resolving risks and claims in the best interest of the client through contract related advice.
• Leads the preparation and management of the Risk Register.
• Supports other contractual requirements as deemed necessary.
• Monitors the final deliverables for adherence to the contract requirements.
• Provides input to performance reviews and development plans for subordinates.
• Bachelor degree in Civil Engineering, Quantity Surveying or Construction management or related field and 20 years of related work experience.
• Post graduate degree or diploma in contract law preferred.
• Large infrastructure contract experience is preferred.
• Preferably Chartered Member of the Royal Institute of Chartered Surveyors (MRICS).

Senior Resident Construction Manager/MEP (Western Expat)

The Senior Resident Construction Manager’s function is to manage, & direct the assigned project or projects in such a manner as to assure completion on-schedule and within the established budget, in accordance with contractual obligations and good engineering practice, and in a manner satisfactory to the Client and the Company. The Senior Resident Construction Manager’s work normally involves total management of the project’s technical, financial, and administrative functions.

ORGANIZATIONAL RELATIONSHIP:
Under General Supervision reports to the Client’s Department of Construction Senior Management; Director and Manager of Construction, Section Manager, and ultimately to the Program Manager, and Senior Management of the Client. Directly supervises a staff consisting of, but not limited to, Senior and Resident Construction Engineers, Project Controls Manager & Engineers, Quality Manager, HSE Manager, Technical Manager, and all Administrative Staff assigned to the project.

MAJOR ACTIVITIES PERFORMED:
• Develops overall strategic plan to execute the project deliverables in adherence to the contract & stakeholder milestones.
• Establishes detailed scope of work for the project as directed by Division of Technical Affairs and Dept. of Construction’s Senior Management in conjunction with other divisions and Client, and in accordance with project(s) proposal and contract.
• Establishes, with the Project Staff, Department Manager and Senior Management, manpower requirements necessary to execute the scope(s) of work of his project(s).
• Generally responsible for all project contractor(s) oversight, daily management of quality assurance, and safety program adherence.
• Delegates the authority among the project team for the execution of the project construction program and, through the RCM, will monitor these construction activities for compliance with established schedules and budgets.
• Monitors the progress of all project functions and reports on their status to the Division Management and Client as required. Gives particular attention to reporting matters affecting project overruns or delays and makes every effort with Division Management to rectify these conditions.
• Supplies Division Management and/or Client with current, accurate information regarding the status of all project management functions by the maintenance of appropriate records and the periodic issuance of informative reports.
• Responsible and required to maintains, through the Project Staff, a Chronological file of project history, supported by the compilation of minutes of meetings and a daily log of significant events affecting the project. Keeps the Project Sponsor informed of significant project milestones and of major conditions that could affect the project costs, schedule of client relations.
• Provides the support required and assistance to the Client’s responsible division Dept. during the negotiation, and awarding of contracts as required.
• As the Client’s Authorize Representative , requires and responsible to adequately review and accurately and approves all submitted contracts and supplier/vendors invoices and forwarding them to the appropriate Department thereafter for further processing.
• Approves all submittals to the Client of project work outputs, information requests, advisor notices, project status reports, etc.
• Reviews all work for compliance with the contract documents, specifications and/or approved IFC. Identifies out-of-scope work requirements and prepares required contract change notices for client approval.
• Coordinates intra company work assignments with other divisions, departments, and/or field offices.
• Performs other project management functions as required by Company Management.
• Establishes project management procedures for execution of construction management tasks.
• Creates, modifies, and updates the Project Management Plan, and Project Execution Plan as required.
• Supervises project staff and related subject matter experts in their duties to insure Contractor compliance with Contract documents, specifications and/or approved IFC.
• Manage international engineering staff and Consultant assigned to the project regarding LEED aspects of the project and any outstanding design efforts.
Minimum BS or higher degree from an accredited recognize (Western preferred) college or university in mechanical engineering field or field closely related to the work for which the individual is applying. Master degree in Mechanical Engineering or closely related field, Professional Engineering Licenses, Professional Engineering Certification are highly desired. Professional Engineering Association, Membership or affiliation with professional organizations related to the individual’s specialty is highly preferred.

A minimum of Twelve (12) years of experience directly related to the position for which application is being made with at least six (6) years of track record must been spent in significant engineering and project supervisory assignments involving independent decisions and comparative responsibility. Required experience must include complete fiscal accountability for large industrial projects; Chiller plant, District Cooling, Substations including but not limited to details knowledge of interface aspects with stockholders and major infrastructure and utility providers.

In addition Candidate must have experience and knowledge of project life cycle analysis and management including all aspects of management of its engineering, budgeting, planning, procurement, and scheduling activities. Knowledge and experience in (Heavy/Civil) construction activities with experience performing in a Project Management Consultancy (PMC), and/or Construction Management (CM) Services.

Ability to proficiently perform duties in accordance with the job description for a Project Manager supplemented by the following:

• Evidence of good potential shown by satisfactory past performance and growth in technical, fiscal, and management responsibilities in the engineering field.

• Prior experience in the Middle East and knowledge of working closely with client as RC is preferable, but not mandatory.
• Understanding of Oracle Primavera Schedules, Cost Engineering, Estimating, and Unit Price Contract Management.
• Understanding of International Building Codes & US Green Building Council LEED Project Requirements
