QA QC Manager - metro

We are currently looking for a QA/QC Manager for our metro project in Doha. With experience in Quality control, quality assurance, developing a management system fully compliant with local legislation and any applicable regulations and codes of practice, modeled around the requirements of ISO9001:2008 ‘Requirements for Quality Management Systems’ and the underlying philosophy to promote a culture of continuous improvement and meets the policy requirements of the client, the ISO compliance procedures and all the individual subjects set out below:
1. Review of the procedures related to the quality control and quality assurance of the works in delivery of a right first time policy.
2. Assistance in quality control and review of the quality assurance of the Contractor.
3. Training on the quality control and quality assurance procedures.
4. Assistance in Client procedures related to ISO Compliance.
5. Manage the non-conformance process for effective resolution and process improvement, the formal review and approval, of all participating parties with regards to quality assurance and quality control.
6. Verification and validation of the effective implementation of the quality plans by means of surveillance and audit of project activities and the associated records.
Manage the QA/QC and Document Control Departments for the PMCS. Develop and Implement a Quality Management System for the PMCS compliant with ISO 9001:2008 and the JV Quality Management Systems. SONO the Contractor's Quality Management System for compliance with the Contract Quality Requirements. Attend and witness critical Systems activities and Meetings to represent the QA/QC Department. Recommend improvements to the PMCS and Contractor/s Quality Management Systems during Project execution. Witness factory acceptance testing to verify that the Contractor's Quality Management System is documented and functioning per their Quality Management Plan. Establish and implement quality requirements for the Civil/ Systems Interfaces. Provide directions to and reviews for QA/QC and Document Control Staff. Monitor staff activates and attend spot meetings to monitor staff performance.

RAMS Manager - rail experience

Opportunity:

The RAMS Specialist will be responsible for undertaking the specification review and delivery of Reliability, Availability, Maintainability and Safety (RAMS) activities to enable the successful and safe implementation of the rail project across all asset types and phases of the lifecycle, including assessment and development of project scope through commissioning and handover into service.

Duties and Responsibilities:
•Review RAM and Safety documentation and analyses produced by the Contractor and its subcontractors, in accordance with contracts’ requirements and project lifecycle defined in EN 50126. Ensure that the Contractual performance requirements are met by the Contractors.

•Review the Contractor’s RAMS related plans to ensure that the contractors define and implement efficient and robust Safety and RAM Management processes.
•Review the software safety analysis and deliverables, and perform audits of the software development processes to ensure that the Contractors’ design and implementation is in accordance with EN 50128, allocated SIL levels and satisfy Contracts’ requirements.
•Review of the Contractors’ Hazard Logs and RAM Predictions Analysis, Spare parts calculations.
•Participate in collaboration with the Operator and Rail Administration in preparing the Systems Availability Monitoring Plan.
•Participate in tests and review the system and subsystem test reports to ensure that the design requirements are correctly implemented
BSc/BEng degree in Engineering and at least 10 years of work experience are required. Alternatively, 8 years of work experience and a MSc/ MEng degree are required.
•5 years of experience as RAMS Manager or Senior RAMS Engineer on large rail systems design and build projects.
•Specific experience with RAMS analysis and risk identification.

Parsons is the Project Consultant for the construction supervision of a large prestigious infrastructure project in Qatar. Scope of work includes roads, highway intersections, bridges and other structures, electrical (HV and LV) networks, potable water network, sewerage network, storm water drainage network and other infrastructure.

The ITS/SCADA Engineer will assist in the management and direction of the construction team of ITS and SCADA Engineers and workers to supervise the construction of the designs. He will be responsible for ensuring that the project quality control procedures are used for the structure supervision works and monitors it for improvement.

Specific Responsibilities
• Performs a variety of field engineering assignments by applying basic engineering techniques and analyses to ITS and SCADA submittals by Contractor.
• Receives and issues all approved construction drawings and specifications; ensures that all outdated documents are revised. Maintains construction drawing and specification files.
• Assists in the management and direction of the construction team of ITS and SCADA Engineers and workers to supervise the construction of the designs.
• Assists in eliminating any hazards associated with the work that may adversely affect the environment or the safety or health of employees. Helps ensure that personnel of the assigned group engage in safe work practices in compliance with site-specific safety procedures and industry standards.
• Assists in the preparation of construction work schedules.
• Assists in reporting on progress, safety, financial recommendations, quality control and design modifications.
• Maintains construction technical catalogs, supplier data, and other literature pertaining to the project.
• Builds a trusted relationship with the management and with the client’s counterpart staff.
• Establishes an appropriate working relationship with the contractors.
• Places an emphasis on safe construction practices (Target Zero) and on maintaining a high quality of construction. Leads by example in driving safe practices on site.
• Ensures that the project quality control procedures are used for the structure supervision works and monitors it for improvement. Cooperates with audits required in accordance with the contract requirements.
• Contributes to the safety and build ability review of the proposed designs.
• Evaluates, selects and adapts construction management and control techniques, procedures and criteria to suit job tasks and devices and implements solution to problems encountered.
• Ensures that the structure construction supervision team members effectively identify, manage and report project risks.
• May provide functional guidance to craft personnel.
• Performs other responsibilities associated with this position as may be appropriate.
• Bachelor Degree in Electrical Engineering with 10 years demonstrable experience in all aspects of ITS and SCADA supervision on major infrastructure projects, preferably in the Gulf region.
• Emphasis on Quality Assurance Specifications and Statistical Quality Control. Should be able to review and justify the material submissions analyze laboratory and technical reports, carry out acceptance sampling plans, testing and quality measures, ensuring the compliance with the project’s Specifications.
• Must have a sound knowledge about contractual relationships.
• Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.
• Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills.
