An owner operator for a gas plant in Dubai requires a Project Portfolio Lead to join on a permanent residential basis. This position is responsible for the management of project controls across a broad range of infrastructure projects for the gas utility business for the Emirate of Dubai.
The objective is to ensure the highest levels of project portfolio governance for strategic multi-million dollar investments. The job holder will lead analysis of contractual obligations, the evaluation of value vs. risk, the control of cost and time management thereby safeguarding the effective delivery of major project goals and strategies. This position holds a significant role in the lifecycle of major programs/projects and is responsible for ensuring compliance with Stage Gate processes. This position will report directly to the Chief Technology Officer and will lead the delivery of the team that functions as an Enterprise Project Management Office (EPMO).

Requirements
Key Responsibilities:
• Lead the Capacity Planning, Utilization and Resource Management process
• Influence stakeholders in the long term planning and prioritisation of key initiatives and projects
• Develop and maintain long term investment roadmaps and ensure alignment with overall goals and strategy.
• Drive the implementation and continuous improvement of governance standards, financial processes and planning capabilities for the projects portfolio
• Ensure compliance with Stage Gate process. Support Project Managers in their completion of the project deliverables and adherence to project stage gate standards
• Participate in the development of strategies for Program/Project Execution Plans
• Create project controls to continuously monitor and evaluate risk/time/value
• Carry out assurance reviews to ensure adherence to PMO processes
• Provide leadership to continuous improvement in HSE performance by ensuring safety and environmental standards are followed within the workplace.

The Role
HSE Support Manager, Process, Loss Prevention, Ethylene Plant
A Petrochemical company in Qatar requires an HSE Support Manager to join them on a permanent residential basis on an Ethylene Production facility.
The main purpose of the position is to develop, implement and monitor HSE systems including process safety, occupational hazard identification and risk assessment, HSE management, system, HSE procedures and policies, to build a safety culture and ensure continual improvement of site safety and loss prevention and promote dynamic HSE improvement.
- Contribute to the development of the divisional / departmental strategy and support effective cascading of the departmental strategy into section’s policies and procedures in line with the overall business objectives of the HSE department.
- Ensure that any incident or anomaly (unsafe act/situation) is immediately reported and analysed by the owner of the activity or the area.
- Assist divisions in selecting contractors and prepare the contractors’ HSE technical and contractual requirements and implement bridging documents as needed.
- Monitor contractors’ activities to confirm their compliance with the HSE requirements of the contract.
- Oversee and resolve any issues related to the subcontractor/contractor activities that may affect safety, quality, progress & cost.

Requirements
Suitable candidates will have a Bachelor in Safety, Chemical, or
equivalent. A NEBOSH certificate or any recognisable Health & Safety association certificate,
preferable with a minimum of 10 years’ experience with process safety
experience. Demonstrated knowledge of loss prevention practices, and about the
local and industry fire and safety codes and regulations, standards and specifications.
