The Contracts Manager manages the contract activity for a division, participates in strategic planning activities for specific projects. 

Responsible to provide senior-level guidance to assigned personnel, and ensures proficiency and timeliness of all contract administration functions in conjunction.

Responsible for the development, review, and maintenance of the Contracts Management Plan and provides updates to the Project Management Plan. 

Collaborates with client and management consultant to ensure proper support in proposal preparation, as well as contract negotiations and administration.

Degree in Quantity Surveying, Engineering or related field from an accredited internationally recognized university with minimum 20 years prime contract administration, contract changes, variations and client negotiations experience related to various infrastructure projects within a large international engineering and construction firm is required.

Must be Chartered (QS) by a recognized international body such as Chartered Institute of Building (CIOB) and Royal Institution of Chartered Surveyors (RICS).

Proven ability to perform independently in a contracts manager‘s role, possess excellent written and oral communications skills, and have a thorough of industry practices and regulations related to contracts and their negotiation, experience in construction contract administration, understand / comprehend Terms and Conditions, the legal issues, be able to interpret and understand contracts, must be very organized, must have effective problem solving, and negotiation skills.

Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts.

Senior Road Audit Safety Engineer

Parsons is the Project Consultant for the construction supervision of a large prestigious infrastructure project in Qatar. Scope of work includes roads, highway intersections, bridges and other structures, electrical (HV and LV) networks, potable water network, sewerage network, storm water drainage network and other infrastructure. 

The Senior Road Safety Audit Engineer will be responsible for supporting the senior management and project team in achieving high client expectations in road safety and quality traffic layouts, ensuring effective client relationships and scheme delivery on a large construction contract and will be responsible for providing site teams and key stakeholders with road safety advice including but not limited to road layout and geometry, cross section, temporary traffic management, link and junction operation, traffic signage, movement of vulnerable road users such as pedestrians and cyclists and movement of construction vehicles. A thorough knowledge of road safety industry practices and in highways and traffic regulations related to construction and traffic operation. Strong technical skills are required and capable to work to tight deadlines. 

Specific Responsibilities 
• Will be responsible to lead the road safety discipline on a highly ambitious and prestigious Expressway project in Qatar.
• To be proactive and ensure compliance with respect to Work Zone Traffic Management and associated related procedures.
• Ensure Road Safety Audits are completed and identified actions are closed out accordingly to Client satisfaction and in accordance with Ashghal RSA guidelines.
• Participate in Stage 4 Pre-Opening Audits for temporary/Beneficial Use/Permanent Works.
• Be proactive as lead road safety engineer and identify locations/risk of potential 3rd party vehicle collisions and make associated recommendations to eliminate or mitigate.
• Responsible for reviewing and endorsing contractors Temporary Traffic Management Drawings (TMDs) and Traffic Diversion Plans (TDPs) and construction activities as they apply to Works adjacent to live traffic flows.
• Interact with colleagues and external stakeholders to ensure temporary traffic diversions are implemented to a high standard in accordance with agreed timescales.
• To review and make recommendations in connection with highway and traffic proposals related to the permanent road infrastructure during the construction phase of the project.
• Review the performance of the contractor and work collaboratively in accordance with the contract.
• Review scheme information such as Shop Drawings, Material Submittals, Method Statements, RFIT related to Highways/Traffic/Diversion Information/ITS/HSES/Quality submissions.
• Working with Public Relations Department to announce Traffic Diversions scope and duration.
• Review the performance of the contractor and work collaboratively in accordance with the contract.
• Resolving technical issues on Work Zones and ensuring compliance with contract requirements (QWZTMG).
• Work closely with stakeholders including MOI Traffic Police and Ashghal TDP office in getting approvals.
• Respond to letters and investigate and report on public matters including any complaints related to the road project.
• Attend weekly meetings with the contractor and sub-contractors to inform and monitor progress before the scheduled completion date.
• Ensure delivery of daily/weekly/monthly site assessment, inspection and compliance reports.
• Provide input to performance reviews and development plans for subordinates.
• Assist in specialist training/briefings/tool box talks.
• Identify Lessons Learned that can be cascaded for project experience.
• Bachelor degree in Civil Engineering or Road Safety Engineering or related field and 15 years of work experience of highways, road safety engineering and road safety audits on projects of varying degrees of complexity preferably on expressways/motorways.
• Proven history in the delivery of road corridor improvements, temporary traffic management and implementation of traffic diversion plans.
• Achieved recognized Road Safety Audit training, Certificate of Competency and at least 10 Road Safety Audits delivered to a formal procedure in the last 12/24months. Audit proficiency of schemes should include a wide range of feasibility, design, construction and monitoring audits. Detailed knowledge of traffic data analysis and traffic impact assessment studies including use of relevant assessment software.
• Competency in design of Temporary Traffic Management and knowledge of guidance in UK Chapter 8 Traffic Signs Manual/Qatar Work Zone Traffic Management Guide.
• Detailed knowledge of traffic control devices such as temporary safety barriers, speed control/speed management measures, traffic signage, road furniture, road markings, pedestrian and cycle crossing measures and traffic signals.
• Knowledge of wide ranging road safety issues relating complex layouts such as road tunnels/underpasses/elevated road sections/grade separated interchanges and large traffic signal junctions.
• Proficient in Accident Investigation techniques, remedial measures, scheme implementation and monitoring/evaluation of works including Before and After studies.
• Knowledge of permanent pavement/temporary road construction and good appreciation of utility requirements.
• A background in assessing driver behaviour and Crash or Forensic Investigation would be an advantage.
• Post graduate degree in Traffic Engineering preferred.
• Large infrastructure project experience is preferred.
• Preferably Professional, Chartered or Incorporated engineer.
• Holder of Professional Certificates/specialist training skills.

ROLES AND RESPONSIBILITIES

Project Planning:
• Prepare scopes of work, task orders, and conduct evaluations for procurement of sustainability sub-consultants

PRINCIPAL OBJECTIVE
Provides technical advice, guidance and recommendations for the completion of comprehensive facility condition assessments for a wide range of buildings for the Royal Commission. 

ORGANIZATIONAL RELATIONSHIP
Reports to, the director of the Property Department and the SAPL Program Manager. Receives administrative and technical direction in terms of broad project objectives from the Director of the Property Department.

MAJOR ACTIVITIES PERFORMED

1. Provide guidance to a team of assessors including but not limited to site visits, quality control and supervision of the assessors. 
2. Must be capable of performing high level condition assessments of mechanical, electrical and plumbing systems as well as the assessment of external and internal components across all building types. 
3. Review available building information and drawings to determine building construction and to evaluate whether the installed systems are adequate for current building use. 
4. Develop a replacement, refurbishment and renovation cost estimates for implementing maintenance and capital expenditure projects for the Royal Commission. 
5. Ensure the Facility Condition Index (FCI) of the buildings is maintained or improved within acceptable limits of the Royal Commission. Work with other departments in achieving this goal. Quarterly review and reporting of the progress of the FCI to the CEO’s office. 
6. Providing strategic real estate advice based on the outcome of the assessment (build, repair, renovate or demolish) to the Royal Commission.
EXPERIENCE AND QUALIFICATIONS 
Bachelor’s degree or equivalent experience in Facilities Management, Construction, Architectural or associated Engineering field and a minimum of 10 years’ experience on a variety of facilities or proven work experience.

JOB PURPOSE
This position is closely aligned with the duties of the Department Director and is established by the CEO to align and unify the activities of the MSA contractor with the department objectives and the Annual Work Plan. MAIN RESPONSIBILITIES/JOB DUTIES

Strategy Formulation
• Support the Director in establishing and then implement department policies, goals, objectives, and procedures as approved by the Director of Engineering.
• Ensure new operations plans, policies, procedures, and transition/migration plans for the department are consistent with the overall goals and objectives of RC, respective business unit and division as directed by the Director of Engineering.
• Develop departmental business plans that are in line with Division/Business Unit/RC objectives as directed by the Director.

Budgeting and Control
• Assist the Director in establishing and implementing the business plan, priorities and working objectives of the department and section in alignment with Executive Management’s vision as stated with the approved Annual Work Plan.
• Actively participate and contribute to the department staffing and budget planning as instructed by the Director of Engineering.
• Monitor costs and resources in day to day activities as approved by the Director of Engineering. 
• Support Director in establishing and then monitoring department’s staffing and budgeting projections.

Operational Tasks
