Linum Consult’s client is major consultancy operating in the Middle East. Due to continued growth, they are currently seeking a Safety Assurance Expert with strong RAMS experience to join their team in Qatar.
RESPONSIBILITIES
• Following up, monitoring and supporting the Safety Assurance activities of the D&B contractors as well as the PMCs, ensuring that the projects adhere to the AAPP schedule and obtain all Safety Review Panel (SRP) acceptances as planned
• Attending HAZID/HAZOP workshops to assess hazards, causes, and levels of risk
• Reviewing safety deliverables such as Hazard Reports, SIL Reports, Safety Cases and Safety Plans, etc.
• Providing guidance to the PMC and D&B on Safety Engineering activities as described by Common Safety Methods and EN50126, EN50128, EN50129, and EN61508
• Being a member of the Hazard Reviewing Panel to review and endorse the D&B’s hazards, causes, and levels of risk
• Assessing the impact on Safety due to a change in requirements via the RFC
• Liaising with the Independent Safety Assessor to address any key concerns on the project

• Bachelor degree qualification in Engineering,
Computer Science or similar technical degree
• At least 10 years’ experience within the railway industry working for large consultancies or end clients
• Strong technical knowledge of Common Safety Methods and EN50126, EN50128, EN50129 and EN61508 are essential
• Experience in risk management methods and performing hazard analyses, i.e. Preliminary Hazard Analysis, Subsystem Hazard Analyses, Failure Modes and Effects Analysis, Fault Tree Analysis
• Knowledge of technical software related to safety critical systems would be a distinct advantage
• At least 10 years’ experience within the railway industry working for large consultancies or end clients
• Strong technical knowledge of Common Safety Methods and EN50126, EN50128, EN50129 and EN61508 are essential
• Experience in risk management methods and performing hazard analyses, i.e. Preliminary Hazard Analysis, Subsystem Hazard Analyses, Failure Modes and Effects Analysis, Fault Tree Analysis

Contracts Manager

currently seeking a Contracts Manager from a main contractor background to be
involved in a major complex construction project and joint venture consortium
agreement in Qatar.
RESPONSIBILITIES
• Providing leadership and management for protecting the Contractor’s contractual rights and maximise the financial returns for the JV through effective contract management and administration
• Identifying and mitigating financial and contractual risks for the project
• Identifying time/cost opportunities and initiating change management procedures with the Engineer
• Notifying the compensation events, preparing and particularising the claims, follow-up and preparing for management negotiation where needed
• Processing back-to-back claims from the Subcontractors with the Engineer
• Raising timely payment applications and following-up with certifications
• Preparing subcontracts on the basis of LOIs issued by Procurement
• Managing and administering the subcontracts, including certifying their payments
• Defending any claims in accordance with the terms of the subcontract
• Managing a team of Quantity Surveyors
• Providing timely Take-offs to Procurement
• Interfacing with Project Controls in the event of an EOT claim
• Preparing the commercial reports for the Engineer and the JV
• Ensuring compliance with the JV’s policies

• Excellent JV Consortium Agreement expertise, with thorough knowledge of industry/international standards
• A history of working for main contractors
• Excellent communication and management skills
FINANCIAL PACKAGE
Our client is willing to pay an excellent expat package for this opportunity, with a salary of QAR 55,000 to QAR 60,000 per month, plus health insurance and flight home.
• At least a Bachelor’s degree qualification in Quantity Surveying, Construction Management or a similar discipline, with MRICS or MCIOB chartership

ROLE
• Providing contentious construction advice to construction project teams and senior management in coordination with other company departments, ensuring that the interests of the company are protected
• Providing advice and opinions in accordance with the company’s internal policies and procedures
• Assisting in the preparation of documents required to defend and pursue claims

• Previous experience of working in the Middle East is preferred
• The candidate must be fluent in both written and spoken English
• Around 5-10 years’ experience working in a private practice, with at least 5 years’ experience working as a construction lawyer
