New project commencement and company growth has created this new opportunity for a Commercial and Procurement Manager to join our client’s firm; a leading regional property development firm, to lead and drive the growth of the commercial and procurement division of the firm to work across a number of commercial construction projects. The projects typically comprise high rise mixed use towers and 5-star hotel projects valued up to SAR2B. This role is the client’s representative Commercial Lead who is also responsible for managing the procurement process also. This role works on projects from concept, to detailed design and procurement, construction and handover. 

Reporting to the Chief Development Officer and managing a commercial and procurement team, the proven performer we seek for this role will be responsible for:

• Direct, lead and performance manage the commercial management of construction projects (as the client’s representative) including the day to day management of a commercial and procurement team.
• Perform monthly project reviews to ensure that the project applies appropriate cost budgeting, resource planning, milestone scheduling, cost analysis, monitoring of cash flow and development of a refined costing report.
• Development and successful implementation of short and long range financial goals for the commercial team including internal control procedures, commercial policies, procedures and policies as well as management reporting systems.
• Prepare estimates including project cost components using historical data, current experience and market requirements.
• Manage all financial and risk issues pertaining to building projects and ensuring that the planning and risk management of this project is carried out to optimize sustainable business profitability.
• Provide leadership and overview of contractual variation assessments of claims and arbitrating any disputes. Compilation and presentation of claims management strategies for the firm
• Review status of contracts with regard to financial risk of the project and provide guidance and recommendations for improvements.
• Development and management of the supply chain process from a procurement perspective for all key items for major projects on site.
• Debrief at critical phases or benchmarks, distribute and implement improvements for future projects or continuing phases.
• Follow-up on project updates and time impact analysis.
• Responsible for application of commercial governance procedures across all construction projects to provide regular and validated reports on programme and project commercial performance.
• Preparation of regular cost control and forecast reports and briefing papers on the financial status of all projects
• Prepare monthly corporate and project reporting to the Board and senior management team.
• Ensure that ISO requirements and documentation are maintained and implemented at all times.
• Display high levels of client and stakeholder liaison and negotiation.
• Advisory to the development teams in terms of pricing and contract conditions for all projects.
• Bachelor Degree in Quantity Surveying, Construction or comparable with a minimum of 10 years of commercial and contracts management experience on major real estate development projects including multi tower projects.
• Exceptional knowledge of FIDIC contracts is essential.
• Procurement management experience to enable a smooth supply chain process.
• Running knowledge of current market trends from a pricing perspective to add value to the procurement and supply chain process.
• Exceptional communication and negotiation abilities with strong organizational skills and capacity to work under pressure. 
• Bilingual language skills in English and Arabic are essential.
• Candidates must display exceptional levels of honesty and integrity.
• Experience in the MENA property sector is required.

Our client, a leading general contracting firm with regional MENA operations, seeks to appoint a Director of Construction to their firm to establish a centre of excellence whilst the firm undergoes structural and cultural change. The firm is seeking to reposition its capabilities and resources to that of a “world standard” hence change management is pivotal to executing this role. The firm employs 16,000 staff across the MENA region. The focus of this role is to streamline the project execution process to ensure greater efficiencies and delivery of projects as well as audit all current projects in progress. The project scope of projects is infrastructure, civil and building projects and current projects are valued at USD10B.

Reporting to the CEO and managing a very large project management team, the proven performer we seek for this dynamic and newly created position will comprise the following:

• Development, leadership and management of short and long term strategy lines to achieve goals and objectives for the firm which includes reviewing and revising group/ unit business strategies.
• Advisory to the CEO on utilisation of assets and resources as well as benchmark identification and measurement.
• Audit of all projects project by projects and recommendations thereafter.
• Implementation of policies and procedures to enable streamlining and measurement of execution of works.
• Resource planning and utilisation advisory for projects company wide.
• Setting, implementing and monitoring of project management methodologies, procedures and processes through direct coordination with all Project Directors to enable project execution is achieved on time, to budget and to quality standards with strong HSE performance. 
• Managing companywide projects to enable maximum financial flow and minimum cost expenditures without compromising health, safety, environment and quality standards. 
• Ensuring projects are meeting client satisfaction and tools and reporting aligned to ensure project measurement.
• Advisory on financial management for all construction projects. 
• Management of project and companywide risk management, HSE, quality and safety standards. 
• Change Management to ensure restructuring business objectives are achieved.
• Bachelor or Master’s Degree in Construction, Engineering or comparable with at least 15+ years of relevant construction / project management experience within a global general contracting firm. 
• Candidates’ background would initially be as a proven Senior Project Director with significant world standard experience and importantly have MENA project experience.
• Must be a proven performer in the development and implementation of world standard project execution methodologies. 
• Strong leadership skills, negotiation abilities and analytical skills essential as well as accuracy and attention to detail.
• Bilingual language skills in English and Arabic would be highly regarded but is not essential.

Continued project growth within our client’s firm, a general contracting Qatari conglomerate, has created the opportunity to recruit a CDM (Construction Design Management) Specialist to originate and review complex architectural / structural / MEP engineering design and deliverables to assure all the health and safety aspects have been taken into consideration. 

Reporting to the Engineering and Design Manager, this role will be responsible for the following: 
• Lead and manage a group of professional design consultants and CAD operators.
• Study all Client HSE manuals, Process manuals and templates and guidelines.
• Review design against UK CIRIA CDM guidance for design.
• Ensure all design consultants are fully aware of their CDM roles and responsibilities during the design stage.
• Ensure coordination and cooperation between various discipline consultants.
• Record significant findings on a common design risk register (DRR). 
• Hold regular meetings with client CDM focal point and review of all the discipline consultants. 
• Work as an architectural engineer within the engineering team.
• Preparation of architectural shop drawings and prepare, detailed sections, floor plans, elevations, leveling, façade, door schedules, room data sheet, finishing materials, cutting lists, schedules. 
• Ensure that all construction detail and reba cut and bend requirements are properly indicated on drawings.
• Review and coordinate technical documents and IFC drawings with/from Client, construction team and other engineering disciplines.
• Prepare technical reports related to specific design / construction issues.
• Manage specifically assigned project activities in accordance with construction baseline program.
• Assist in constructability reviews.
• Bachelor’s Degree in Architectural Engineering or comparable with a minimum of 7 years architectural design experience as a CDM Specialist / Architectural Engineer.
• Professional architectural registration would be highly regarded.
• Experience of design review across all design stages of specific work packages, with respect to the Client’s detailed functional brief.
• Experience working in a site based engineering team and the ability to demonstrate a cooperative, adaptable and professional approach to their work.
• The team player we seek will be a multi-tasker and will have a strong attention to detail.
• Knowledge of Revit Architectural and AutoCAD is highly regarded
