Materials Engineer

Opportunity

Parsons is the consultant of the construction supervision contract of a major road/highway project in Doha. Scope of work includes road, drainage, utilities, landscape, structures, and traffic.

The Materials Engineer will be providing all necessary assistance to the construction team with respect to all materials submittals, approvals, testing, sampling, etc. He will participate in the quality control of materials including all the laboratory and field testing, acceptance of used materials, checking and accepting all remedial and corrective measures. He will supervise the works of the Senior Works Inspector/Works Inspector (Materials).

Specific Responsibilities

• Review and approve (make recommendation for approval by the RE/SRE) of all submitted materials by the contractor.
• Ensure compliance of used materials with the project’s specifications.
• Participate in construction quality control.
• Supervise, participate and direct sampling and testing of all materials according to the contract and the specifications.
• Analyze the test results in a timely manner and recommend action to the Senior Resident Engineer /Senior Materials Engineer.
• Maintain records of test results and all taken corrective actions.
• Track and review the site testing and certificates of compliance.
• Ensure very close and clear coordination of his team activities with the other construction supervision staff.
• Follow up and verify implementation of corrective actions.
• Coordinate the review and approval of specialty and other high profile materials with client/PMC and other stakeholders as directed by the SRE and Senior Materials Engineer.
• Ensure inspection and checking of all delivered materials to site for conformance to the project requirements and approval, as directed by the Senior Materials Engineer/Resident Engineer/Senior Resident Engineer.
• BSc Degree in Civil Engineering or equivalent.
• Min of 10 postgraduate years of experience and a min. of 7 years of similar work experience on large infrastructure projects.
• Regional experience is preferred.

Quantity Surveyor

The Quantity Surveyor (QS) is part of the shared services team and will be providing all necessary assistance to the construction supervision team with respect to all financial aspects and contractual matters in the project. He will participate in the review and approval of interim payments, the variations and other financial matters. He will assist the Senior Quantity Surveyor in the analysis and evaluation of all claims by the contractor.

Specific Responsibilities

• Assist the SQS in all matters relating to the financial and contractual aspects of the project.
• Participate, record and assist in the preparation of the minutes of the progress meetings.
• Provide support on all financial and contractual matters throughout the course of the work in the project.
• Participate in all commercial meetings.
• Assist the SQS in finalizing the Contractor’s monthly payment certificates.
• Streamline all cost and quantity records.
• Advise the SRE and RE’s on measurement procedures and calculation of interim and final quantities.

HSE Engineer

The Safety Engineer provides a focal point for all safety issues throughout the construction contract by reviewing contractor’s safety submittals, visiting the site, chairing the weekly safety meetings, following up on non-conformances, and taking a lead role in ensuring the contractor complies with his approved Safety Plan and attends regular safety audits.

The Safety Engineer advises and assists senior management in the formulation, implementation and management of major project safety plans. These plans may pertain to one or more job site locations. Takes a lead role in the safety training and monitoring of internal staff. Complies with all internal safety procedures. The Safety Engineer has an up­to-date knowledge of best safety practices, international codes/standards and possess a broad knowledge and experience of construction works in large infrastructure projects/programs.

Specific Responsibilities

• Represents the Logistics & QHSE Manager on construction job sites.
• Assists the Logistics & QHSE Manager in the establishment and management of the safety program and in the identification and mitigation of hazards to persons and property.
• Assist the Logistics & QHSE Manager in developing Safety Performance Indicators and Targets and helps communicate findings to staff and assist in implementation of the mitigation strategies.
• Provides oversight to the new hire safety orientation process and other safety related training.
• Assists in development of the Project Health, Safety and Environment Plan.
• Implements the Project Health, Safety and Environmental Plan.
• Reviews and advises on safety requirements in the Method Statement and Activity Hazard Analysis (AHA).
• Reviews risk assessments for upcoming work and provide technical assistance to the safety planning process.
• Receives, reviews and distributes safety inspection reports with recommended corrective actions.
• Audits and inspects the job site to detect and correct safety hazards.
• Audits the job accident records and periodically prepare an audit report of these records.
• Represents management during safety inspections of the job site by regulatory authorities.
• Verifies proper maintenance, calibration and operation of all safety equipment.
• Leads the weekly HSE meetings with the contractor and participates in site safety training.
