Managing Quantity Surveyor

The Role 
- Effective implementation of the commercial procedures on projects as per the company Integrated Management System in order for it to achieve its goals and ISO requirements. - Guide senior and intermediate Quantity Surveyors on all commercial matters and reports. - Ensure that tender budgets, work scopes are properly transferred and communicated to site teams and quantity surveyors in order that subcontractors, materials and other resources can be procured, monitored and paid within the parameters of the forecasted targets. - Monthly review and analysis of financial reports with the project management team. - Monitor cash flow and ensure that quantity surveyors submit payment applications on time and close out payment certificates with appropriate consultants within the contractual time table. It is fundamental that cash flow is kept positive and that quantity surveyors provide timely documentation to assist consultants in approving and recommending progress payments, change orders, final accounts, etc - Assist the project team and contracts administrators with data for the substantiation for heads of claim and to ensure that contemporary records are maintained which provides sufficient detail and information to support any such claim or variation. - Identify areas of commercial risk on projects as early as possible and review with the project manager and contracts administrator ways of mitigating or eliminating such risk. - To ensure subcontractor monthly payment recommendations are reviewed, revised (if required), certified in accordance with back-to-back receipts or main contract certificates, approved in accordance with company policy, and submitted to the finance department for final administration and payment. - Quantity surveyors have to ensure completion of material and equipment PMR’s as per coding policy and that these are concluded in a timely manner to meet project deadlines. - Furthermore the subcontract procurement process, in which quantity surveyors contribute a major role, is managed and in compliance with company policy, from RFQ stage to that of requisition stage, and that the subcontract tracking schedules are maintained to make sure agreements are placed on time - Progressive finalization of quantity measurement in compliance with industry standard systems or in adherence to the requirements of the main contract. Assistance must be provided to the consultants to conclude BOQ sections once as-built drawings have become available. - Manage main contract and subcontract final accounts and ensure conclusion and agreement within a timely manner. - Constantly provide feedback to the tender department to make them aware of changes to productivity rates or other resource rates and matters that may influence the cost base of BOQ items or master worksheets in future bids. 
Requirements 
- Degree/Diploma in Engineering or Quantity Surveying - 10-12 years experience in the field, 5 years in a similar position - GCC and ME experience preferred - Extensive knowledge in Quantity Surveying, Valuations, Cost and Cost/Financial Reporting - Computer literate with excellent knowledge MS Office, Excel, Word, Additional Knowledge of other quantity surveying software packages would be preferred - Adequate knowledge and experience with standard forms of contract, example FIDIC

The Role 
The Senior Civil Engineer will be a key member of the Consultant Project Management Team based on-site in Khiran, Southern Kuwait, and will report to the Senior Engineer (RE).  The purpose of position is to undertake Consultant Site Supervision Engineer responsibilities during execution of the Infrastructure Works in conformance to design, execution, safety, programme and end product quality and performance in conformance with the Contract.
