MEP Testing and Commissioning Engineer

The Role
- Implementing the Testing and Commissioning Program of the whole MEP package of the project.
- Applying the company commissioning approach and philosophy to on-going projects
- Understanding and applying the project contract to the execution of the work
- Utilizing the commissioning document library for creation of project specific inspection checklists and test forms under the guidance of a Testing and Commissioning Manager
- Understanding and applying the project Commissioning Plan in the execution of the work
- Independently conduct commissionability reviews of project documents
- Independently conduct construction progress inspections
- Independently conduct commissioning inspections and execute commissioning tests based on documented procedures
- Identifying system conditions that are abnormal, to determining their cause, and to recommend corrective actions
- Executing work in a manner compliant with the project budget and schedule
- Performing all other activities other activities considered as necessary by Test and Commissioning Manager
Requirements
1. Successful completion of BSc in Mechanical/Electric/Electronic Engineering
2. At least 5 - 7 years of professional experience. UAE/GCC experience is a must-
3. Experience in testing and commissioning associated with civil projects is a must.
4. Good knowledge of English, both written and spoken.

Assist the Director MEP to distribute workload and monitor and control progress against man-hour budgets.
Review effectiveness, efficiency and competence of the team with the Department Head and have the ability to recommend prositive changes.
Assist the Director in identifying training requirements, and competencies which need to be improved. (This can apply to the whole team, individuals, or a group of individuals).
Assist the Director in identifying the need for new staff, preparing job descriptions/ MRF's, reviewing CV's, interviewing and selecting candidates.
Manage the technical delivery of projects and designs. Manage the Clients' brief and Client interface, evaluate and set the design guidelines for projects, lead and manage the MEP concept designs and affect execution strategies for projects.
Manage the technical performance of the team; promote innovative, sustainable, code compliant, value engineered designs.
At Concept Design (CD) and/or Schematic Design (SD) stage, ensure that appropriate alternative concepts are proposed and that these have been tested and Value Engineered, and that they comply with project and code requirements.
Monitor departmental project progress, and report to Director on actual or anticipated time and/or man-hour over-runs
Carry out high level design reviews at appropriate intervals during the design process. At a minimum, this will be at the end of each design stage. However, interim reviews may be required.
Anticipate and solve technical difficulties for projects which present new challenges to the core experience of the department.
Assist the Director in maintaining up to date software, codes, standards, design methods, etc and disseminating new information through the department
Assist the Director in ensuring a positive professional attitude in the Department's dealings with other design disciplines, clients and other members of the project team
Provide technical leadership and management of complex engineering projects.
Assert technical leadership within the team and serve as lead for specific clients/projects when assigned by the Department Head.
Assist subordinate staff with technical accuracy and quality assurance for projects.
Provide guidance, training and supervision to professional, technical and support staff on a project basis.
Provide high-quality service to clients in a flexible, innovative, responsive and cost effective manner.



20 years' experience working for a design consultant, contractor client organization. At least 10 years design experience at senior level.

Bachelor's Degree or equivalent
Registered as a professional engineer with recognized program. LEED, ESTIDAMA or PMP Certification would be advantageous
Track record in operations management of teams to successfully deliver projects.
Sound technical knowledge of HVAC, electrical, plumbing and fire protection systems.
Statistical data analysis experience.
Thorough knowledge of building codes and standards as well as industry practices.
Basic knowledge of local and international building codes, and structural / architectural industry practices.
Ability to understand floor plans, sections and elevations to visualize three dimensional spaces in building construction
Fluency in English, verbal and written. Proficiency in other languages, especially Arabic, will be highly regarded.

Lead the design process on one or several projects depending on size, type and complexity. Apply sound engineering principles in the development of design solutions and the production of contract documentation.

• Oversee the use of Autodesk Revit tools to present design and engineering solutions for all projects.
• Provide leadership in research, planning, design and development of building engineering systems, including but not limited to HVAC, plumbing and electrical, by providing guidance and instruction to the designated project engineers.
• Ability to critically review building services documentation (drawings, calculation and specifications) at all design stages from concept to construction documentation and provide valuable design input and direction.
• Proficiency in the design of sustainable Plumbing & Fire Protection systems including technical knowledge of hydraulics, piping systems, pumps and equipment.
• Supervise the project engineers to perform engineering evaluations, feasibility studies, conceptual and final designs, cost estimates, and engineering calculations.
• Oversee the administration of contacts with vendors for the provision of services and equipment.
• Hold ownership of preparation and documentation of calculations, complete with support references to codes and standards, ensuring the information is scanned and located in the project folder under the correct project number for future access by a member of staff located in any of the KEO offices.
• Attend all coordination and progress meetings and present options and solutions as required.
• Conduct reviews of engineering options and evaluations to validate the robust nature of new products and design solutions.
• Provide leadership in problem solving at a project level and encourage the use of innovation.
• Ensure that the KEO QA/QC procedures are followed for the project, and work with the project team to close out all comments received from the QA/QC reviewers.
• Obtain project related approvals from the relevant local authorities.
• Mentor and oversee the development of engineers working on projects under your control.
• Work with the PMs and HOD to ensure sufficient project resources to deliver the services.
• Perform other duties as assigned by the project manager and/or HOD.
• Manage activities at project level within own field of responsibility.
• Conduct initial design studies to address specific design problems and challenges.
• Evaluate preliminary designs and calculations of MEP systems to satisfy target requirements.
