Summary :

- Plans, directs and coordinates activities of construction projects to ensure the goals or objectives of these projects are accomplished within prescribed time frame and funding parameters.
- Coordinate logistics and schedules among multiple activities on site.
- Establishes work plan and multi-disciplinary staffing for each phase of project
- Directs and coordinates activities of subcontractors.
- Serves as a representative at meetings, presentations and relative to assigned the project.
- Identifies causes for revisions to project and the impact of such changes
Requirements
The successful candidate must fulfil the following criteria:

- minimum of 25 years’ experience in international contracting companies.
- minimum of 7 years’ experience as Construction Director on airport projects
- successfully completed at least one major international airport project.

Duties and Responsibilities:

The NOC Engineer will be responsible with all internal disciplines liaison and coordination for seeking all project approvals from relevant authorities.
• Write Design Reports
• Manage progress of drawings and specification for NOCs
• Provide input and support to Quantity estimates
• Learn and practice Parsons Quality and Safety procedures and processes
• Coordinate and collect information from relevant Agencies, third party consultants and contractors to prepare weekly and monthly reports
• Support project team in seeking approvals
• Participate in Value Engineering exercises
• Liaise with all relevant agencies and Client team to obtain necessary approvals.
Requirements
• Degree in Civil Engineering from an accredited University.
• Minimum 10 years relevant experience which should include local agency coordination to obtain NOCs in Dubai.
• Background in water/irrigation/power/telecom/firefighting works agency requirements, particularly in Dubai, is important.
• Hand-on knowledge on network design and installation.
• Excellent communication skills in English.

Senior Resident Engineer

In Norconsulting we are currently looking for a Sr Resident Engineer to work for one of our most important clients in a major infrastructure project in Muharraq, Bahrain.

The duties and responsibilities are:
- Responsible for managing all aspects of the field team.
- Build, manage and develop a core construction management team for delivery of the contract package.
- Be an active member of the project leadership team including interaction with the Client.
- Set, manage and control delivery of all contract elements and objectives including scope, quality, budgets, schedules, stakeholder interfaces, Communication /reporting, environmental and Health and Safety.
- Clearly convey instructions to staff members in order to achieve the project goals.
- Must be technically sound to interpret survey and engineering submittals to channelize and solve problems expeditiously.
- Take the required measures to identify slippage in the Contractors activities early so that immediate recovery actions can be taken by the contractor.
- Use extensive relevant construction experience to proactively anticipate and prevent problems before they arise.
- Ensure high quality of works during the construction period, strict compliance with the Employer’s Requirements, Projects Specifications and Safety Requirements
- Assessment of the Contractor’s compliance to the quality management System as specified in the latest applicable standards.
- Review of Contractor’s Design for compliance with Employer’s Requirements, Authority Requirements, End-User Requirements and Local and International Standards.
- Assessment and verification of the Contractor’s Inspection and Test Plan.
- Review and provide necessary comments/approval to the Contractor’s technical submittals including but not limited to calculations, drawings, material … etc.
- Conduct regular site meetings.
- Issue punch-lists or non-compliance reports for poor workmanship, defects, malpractice of the Contractor and his Sub-Contractors/Suppliers.
- Submit to the Program Director daily, weekly reports with details of the progress of fabrication, construction, testing of components, parts and assemblies, and status of materials procurement. Any non-conformity and malpractice found shall also be reported.
- Review contractor's schedule, sequence of work items, requests for time extensions.
- Review and process contractor’s technical submittals.
- Evaluate Contractor's personnel, equipment, materials, and subcontractors
- Monitor progress of all project participants.
- Participate in project construction meetings.
- Perform claims analysis, and maintain a project claims file.
- Assist in resolution of construction problems.
- Analyze value engineering proposals.
- Prepare authorities for change orders.
- Prepare responses to contractor correspondence.
- Progress payment recommendations.
Requirements
- Minimum 15 years of experience, out of which 5 years must have been in the capacity of a Senior Resident Engineer on large scale roads or infrastructure development project and working on FIDIC/NEC/ICE conditions of Contract
- Prior experience in large scale infrastructure, roads, water and waste water projects.
- Should be familiar with FIDIC conditions of Contract
- Bachelor’s Degree in Engineering or equivalent
- Professional membership to ICE is preferred.
