Design Manager (Geotechnical) – Malaysia Linum Consult’s client is an international main contractor; a world leader in construction technologies, operating on a diverse range of projects around the world. Due to continued expansion within their Geotechnical Division, they are looking to hire a Design Manager for their office in Malaysia. RESPONSIBILITIES • Carrying out designs to meet the required standards and codes of practice • Supervising, guiding and training members of the design team • Providing design services for the development of existing and new products • Ensuring that work done on site is consistent with design parameters
Requirements
• Bachelor’s degree qualification in Civil Engineering, ideally with PE status • At least 8 years’ experience in structural or geotechnical design and site work • Excellent understanding of design practices and related use of Standards/Codes of Practice • Fluency in English, along with any local Malaysian languages (Malay, Mandarin, etc.)

Contract Administration Manager (Transportation industry) – Qatar Linum Consult’s client is major consultancy operating in the Middle East. Due to continued growth, they are currently seeking a Contract Administration Manager with a background in the Transportation/Infrastructure industry to join their team in Qatar. This is a client-side role. RESPONSIBILITIES • Dealing with the commercial contracts management to ensure the delivery of the company’s projects in line with the overall strategic plans • Identifying and advising on all commercial risks/claims • Liaising with the Project Director to review, assess, and evaluate the contractors’ delivery in accordance with the project’s processes, contractual terms and conditions and commensurate with the contractual entitlement • Managing the PMC contract related to the package, overseeing the PMC in the contract management function for the D&B contract, and providing advice to the PMC • Monitoring, managing, and reporting all commercial aspects of the allocated projects to senior management; flagging any issues and proposing mitigation actions at the earliest opportunity • Undertaking the evaluation of tender documents and negotiating contracts. Providing feedback into the process so that all contracts meet the client requirements • Leading and managing the cost reporting of all allocated projects, including cost forecasting, anticipated final cost, cost of work done, gross billing and current contract value • Advising the project delivery team on contract changes in a timely manner and recommending the appropriate actions to mitigate commercial risk
Requirements
• At least a Bachelor’s degree qualification in Engineering, Quantity Surveying, or Law, with a professional qualification such as CICES, RICS, etc. • At least 7-10 years’ experience in the construction industry, managing the commercial aspects on major infrastructure construction projects, such as highways, rail, airport complexes, etc. • Demonstrable experience of managing and developing complex contracts and relationship management with vendors • Excellent document drafting and contract formation skills, with excellent technical knowledge of the FIDIC suite of contracts • Experience of claims investigation and resolution, with strong negotiation skills and an understanding of what can realistically be achieved • Previous history of working internationally and in the Middle East

Senior Operations & Maintenance Manager (Light Rail) - Qatar Linum Consult’s client is major consultancy operating in the Middle East. Due to continued growth, they are currently seeking a Senior Manager to develop and oversee the Operations & Maintenance team for their Light Rail network in Qatar. RESPONSIBILITIES • Providing strategic direction, planning, and managing development and implementation of policies, procedures and work instructions for aligning the department’s operations to the committed performance targets to ensure operational efficiency • Liaising with other departmental leads to support the achievement of the company’s wider business objectives • Meeting KPIs according to targets agreed with the O&M Director • Developing and managing processes and resources to meet requirements for the company’s customers • Leading and participating on behalf of the company in the development and updating of standard operating procedures and work instructions, due to changes in requirements, legislation, work processes and methods, etc. • Reviewing any non-conformances and Safety Notices raised against the department, and assigning resources to close out within agreed timescales • Ensuing that environmental impacts are properly managed and fully compliant with all applicable legislation and company policies • Complying with the company’s CMS Policies and Standard Operating Procedures
Requirements
• Bachelor’s or Master’s Degree in Engineering, Operational Management, or Railway-related subject • A Membership to the Institute of Railway Operators would be highly desirable • At least 12 years’ experience of railway management • Demonstrable experience of working on an operational Light Rail or Metro Rail network in an engineering capacity, with a working knowledge of train scheduling, train utilisation, control centre operations, station operations, train operations and depot operations • Thorough understanding of the rail systems basics, such as LOS driving, OCC, signalling systems, ATO, ATP, traction power supply distribution, platform screen doors, communication systems, etc. • Excellent communication, decision-making, and analytical skills
