Quality Policy & Assurance Manager (Transportation industry) – Qatar Linum Consult’s client is major consultancy operating in the Middle East. Due to continued growth, they are currently seeking a Quality Policy & Assurance Manager to join their team in Qatar. RESPONSIBILITIES • Developing and/or implementing the strategic QHSE initiatives/objectives as part of the company’s Business Plan • Identifying opportunities for measurable QHSE performance efficiencies and service improvements through robust root cause analysis & trend analysis techniques • Leading the accurate collation of Quality KPIs and high quality periodic Company Quality reports & dashboards • Conducting regular QHSE Leadership tours, inspections and audits, to ensure compliance by projects, operators, suppliers, and/or maintainers to the Quality Management and providing high quality reports to the company’s Senior Management • Providing briefing updates to project and operations quality teams regarding QMS development and quality performance • Managing and developing QHSE staff, and periodically conducting performance reviews, when required
Requirements
• Bachelor or Master’s degree qualification in Engineering or equivalent Diploma • At least 10 years’ experience in implementing and monitoring effective QMS and processes in line with international best practices, e.g. ISO:9001 • Strong background within the construction industry, ideally in railway construction projects, or other infrastructure construction projects • Membership of a professional Quality institution, with a professional Auditor qualification • Excellent communication skills, with a strong ability to build relationships with influential people at all levels within and outside the organisation

Senior Contracts Expert (Transportation industry) – Qatar Linum Consult’s client is currently seeking a Senior Contracts Expert with a background in the Transportation/Infrastructure industry to join their team in Qatar. This is a client-side role. RESPONSIBILITIES • Managing and advising on contractor and employer claims, in close cooperation with project teams • Providing assurance assessment on variation orders and claims • Providing contractual interpretation and implementation advice to project teams during the life cycle of the contract • Overseeing contract close-out processes and procedures • Arranging for final contract document review and acceptance by legal, end-user department and contractor • Monitoring and reporting the status of deliverables under letters of conditional award, prior to contract signing • Evaluating and monitoring contract performance to ensure compliance with contractual obligations • Advising corporate procurement department on tendering and contracting issues • Drafting and updating claims and contractual procedures as appropriate • Keeping abreast of new legislation, government policy, best practice, and relevant external factors relevant to claims and contracting matters
Requirements
• At least a Bachelor’s degree qualification in Engineering, ideally with a Master’s degree qualification • At least 12 years’ experience in the construction industry, with a minimum of 8 years working for consultants or end-clients • Claims, commercial, or legal experience on major infrastructure construction projects, such as highways, rail, airport complexes, etc. • Excellent experience of drafting and/or defending cost and time-related claims • Working knowledge of the FIDIC suite of contracts • Strong ability to write persuasively and concisely • Previous history of working internationally and in the Middle East

Senior TBM Shift Boss – Malaysia

CLIENT Linum Consult’s client is a major contractor operating on a large tunnelling project in Malaysia. They are currently seeking a number of Senior TBM Shift Bosses to join their team in Kuala Lumpur. RESPONSIBILITIES • Planning, scheduling, coordinating, inspecting, assigning and supervising the work of the crew engaged in tunnel construction • Managing the overall tunnelling works, including TBM operation and the production of tunnel development • Coordinating all aspects of the tunnel construction to ensure they are carried out to meet the requirements of programme, budget, contractual standards, safety standards, and government regulations • Actively training and developing the skillset of the Shift Bosses and Assistant Shift Bosses • Setting development targets for your junior staff and reporting/demonstrating their development progress • Ensuring the proper operating condition of the TBM and the availability of adequate construction materials, equipment and tools in the tunnel • Monitoring the productivity of the tunnel works in order to maximise progress and project achievement • Identifying problem areas and investigating corrective actions • Reporting any problems immediately to the Tunnel Manager and reporting on a regular basis on the progress of tunnelling activities
