Health, Safety and Environment Officer

The Role 
Reporting to: General Manager Other interactions: With HOD.  Objectives: Responsible for leading the health, safety and environmental management in Qurayyat Site, including coordinating policy implementation, industrial hygiene, hazard identification and risk assessment, health and safety training, and employee participation, all driving the plant to zero injuries and incidents.  Main responsibilities:  • Establish the HSE and security management plan for the site. • Plan for and implement the site HSE & security training programs. • Manage occupational health, workers’ health examination. • Establish an emergency action plan in preparation of an accident occurrence and the reporting system. • Investigate the cause of accident, establish preventive countermeasure and report the result to HQ and local governmental authorities concerned. • Establish the emergency response plan for major accidents and provide the training and the result report. • Record and keep the statistics of accident reports. • Provide the HSE security equipment and personal protective equipment. • Provide the preventive plans for hazardous material handling. • Support discipline supervisors for performing their job safety. • On regular schedule, take a site safety and security patrol to find any inappropriate practice. Inform assigned superintendent to take a necessary measure to correct discrepancies, and assure that corrective action is followed up. • Responsible for ensuring that Project HSE Management policy, plans and procedures are implemented effectively and are suitable for the their purposes and use for which they are intended. • Establish Permit to Work System and manage and train relevant personnel. • Report the performance status of Project HSE and relevant issues to the Corporate QHSE Team and General Manager.  Duration: 1 year contract renewable Desired start date: 1st June 2017  Other Benefits:  Housing, Transport and Medical Insurance 
Requirements 
• University Qualifications: Degree in a discipline of HSE • Other certifications obtained: Health, Safety and Environment • Nature and length of previous experience: Minimum 5 years experience in Health & Safety industry. • Age Range: 25 to 45 • Gender Preference: Male • Nationality Preference: Oman • Language Fluency: English & Arabic  Soft Skills and Personality traits:  • Experience working in an industrial facility with Process Safety Management responsibilities • Excellent written and verbal communication skills.  • Strong interpersonal skills.  • Collaboration with multiple levels of the organization.  • Excellent time management capabilities. • Exemplary computer skills, with thorough knowledge of Microsoft Office Suite and Google Drive. • Ability to drive HSE organizational culture change; Embraces and teaches company culture • Responds well to high-pressure situations • Proven ability to analyze situations and data to make sound decisions • Detail oriented and self-starter • A desire to work in the field, alongside operators, in a desalination plant; Comfortable working in an industrial environment and the hazards that accompany it, including exposure to all weather elements • Experience in Hazard Recognition, Evaluation , Control • Comfortable presenting to a group: whether training frontline employees or presenting a safety plan to a potential customer • Familiar with HSE management systems (OHSAS 18001, ANSI Z10, ISO 14001, etc.) and their implementation • Knowledge of computers ; automation for safety

Manager - Technical Support

The Role 
Job Purpose: To manage and ensure efficient operations of total facility management services for Business Bay & Culture village and other Districts , manage infrastructure handing over, manage and provide technical support and review to the received customers technical queries in terms of additional GFA, power upgrade, provide technical support to the event management department and any related authorities NOCs.  Key Accountabilities:  FM Contract Management: * Responsible for appointing FM services providers for all districts and ensure appropriate KPI/SLAs are set to monitor the quality of delivery of operation, maintenance and other contracted services by specialist service subcontractors for all districts infrastructure. * Ensure by appropriate inspections that Service Level Specifications, Key Performance Indicators, quality standards as per the brand are thoroughly maintained by the service providers. * Ensure that service contracts are in place, is optimally structured, managed and populated including leveraging shared service facilities as appropriate to increase operational efficiency. * Ensure that FM strategy framework is adhered to by the service providers as a guide line for the delivery of the contract using processes, procedures and systems aligned to the company quality policy. * Establish contract specific continuous improvement strategies which promote efficiency, energy reduction and best practices. * Routinely audit all contracted services to ensure performance measures are being maintained. * Establish FM processes.  Technical permits/violations as per the customers/investors requests: * Responsible for management the technical review and assessment for the requests submitted by customer service departments. * Establish processes related and KPIs. * Assess the violations reported by districts account managers and provide mitigation plan. * Manage authorities' relationship when NOCs are required or violations to be reported. * Support in providing technical assessment to the events venues among districts in terms of utilities availability, logistics, housekeeping services and HSE compliance.  Project Takeover - Handover: * Effectively manage the project take over from infrastructure construction team adhering to DPG Quality standards. * Highlight any deviations to ensure corrective actions. * Ensure hand over of projects within deadlines. * Ensure receiving and checking all infrastructure and Districts assets handover documents  System Implementation for FM: * Support districts account managers team for CAFM implementation and monitor that CAFM is completed in a phased manner to support continuous improvement of business performance. * Implement time scheduling, value engineering and utility cost saving initiatives through the effective use of CAFM.  Key Performance Indicators * Manage service contracts to ensure Customer Satisfaction and quality standards as per the brand. * Project Completion leading to Customer Satisfaction and Revenue * Customer's satisfaction in closing out all technical review related to customers queries within the KPIs. * Technical and Engineering Support leading to Efficiency.  Key Interactions  Internal Interactions * Infrastructure projects department, marketing & CRM, HSE, Finance, Corporate PMO , Procurement & Contracts   External Interactions * External service providers/contractors, Govt. Authorities, customers when required 
Requirements
