Plant Operations Manager

The Role
1. Responsible for the overall administration and supervision of operation staff and operating activities including planned shut down and starting of the plant in accordance with established work plans schedules and ensuring safety of all personnel and environment.
2. Participate in and concur all decisions regarding new design criteria, technical specifications and operating methods related to the plant.
3. Preparing the plant operating budget and cost control system.
4. Conduct regular meetings to discuss work progress, schedules, problems, interferences, priorities etc.
5. Responsible for efficiency and progress of work in accordance with production schedules and established standards.
6. Responsible for initiating changes in methods, schedules and procedures needed to meet specific exigencies of the plant operations after suitable approval from the Plant Manager.
7. Maintain reporting system which provides sufficient data to ensure that operations are being accomplished within the specified limits, schedules and technical parameters.
8. Ensure and advise on proper and effective allocation and development of human resources to ensure maximum efficiency. Submit periodic reports to his supervisor and keep him informed on all technical problems, if any, as well as on new changes or modifications on existing work plant or schedule.
9. Ensure Environmental Aspect-Impact and Hazard Risk Assessment are carried out, controlled and updated.
10. Identify, establish and monitor IMS objectives, Targets and programs.
11. Provide necessary resources for effective implementation and sustenance of IMS.
12. Report IMS performance to the management periodically.
13. Ensure Legal compliance with respect to their scope of activities.
14. Ensure identification of root cause for the identified non conformances/ deviations and to implement corrective actions/Preventive actions.
15. Identify the competency gap for their subordinate personnel and implement necessary actions.
16. Carry out annual performance evaluation of reporting employees9. Responsible for waste management.
17. Ensure the provision of PPE and other safety equipment’s to the working personnel in the plant.
18. Monitor and control contractors & subcontractors activities within the premises with respect to IMS.
19. Ensure achievement of IMS objectives and targets.
20. Ensure PTW procedure is implemented effectively.
21. Ensure identified on the job training are provided systematically.
22. Coordinate and participate in the emergency mock drills.
Requirements
1. Bachelor of Engineering is a must.
2. Experience: 13 - 16 years in Power/Desalination/RO plant.
3. Experience in similar plants in Middle East
4. Awareness of Quality, Occupational Health & Safety and Environment Management system principles
5. SAP working knowledge is preferred.
6. ISO9001, 14001, OHSAS 18001 awareness/working knowledge is preferred.

Head of Finance

The Role
Argyll Scott Finance and Accounting are currently engaged by a global engineering organization to recruit a Head of Finance for Saudi Arabia (Riyadh). Due to continued growth in the MENA region, they are looking to capitalize on the demand in Saudi Arabia by hiring a forward thinking commercial head of finance to support the management strategy.

You will have a dual role; initially with full responsibility of the financial statements in accordance with IFRS and secondly acting as an operational business partner. This would support the operations team in achieving the growth targets by giving guidance on KPIs, tenders from a financial perspective.

You will come from a strong technical background, ideally Big 4 then have moved into a similar controller position within a large multinational. As you will need to complete a full review of the current financial activity and processes in order to advise change. Any experience in the engineering, manufacturing, construction or energy sectors will be an advantage due to the complex nature of revenue recognition on large scale projects.

This role will require the successful candidate to live in Saudi Arabia and they will not be able to accommodate commuters. The package is very competitive and would be flexible for the right candidate.
Requirements
- Financial Professional Qualification - ACA, ACCA, CPA, CIMA.
- Large Multinational experience in a complex matrix structure.
- Experience in the GCC, ideally in Saudi Arabia.

Desired:
- Engineering or large scale project experience - POC
- Fluency in Arabic is not essential but will be beneficial.
- ERP Implementation experience.

Electrical & Instrumentation Engineer

The Role
One of our customers is looking for an Electrical & Instrumentation Engineer based in Sur.

The position is open only for Omani nationals and following are the duties and responsibilities:

To perform technical and supervisory work in the maintenance, repair and overhaul of electrical LV & HV equipment, control instrumentation and PLC in the Reverse Osmosis plants. Provide maintenance expertise to ensure availability of the equipment, respect objectives of the contract, maintaining maintenance and CMMS activities.

Key Responsibilities:
- Check availability of spare in stock and availability of equipment with operation before initiation of work
- Participate in the development and implementation of CMMS goals, objectives, policies, and priorities; recommend and
implement resulting policies and procedures
- Conduct FMEA and recommend methods of improving maintenance activities
- With the maintenance manager, analyse and evaluate preventive maintenance schedules
- Keep technical document up-to-date
- Understand, apply and implement QHSE policy, procedures and rules and make sure it is respected by the personal under his authority including subcontractors
- Development and review of the risk assessment and continual improvement
- Contribute in development and implementation of the prevention plan / work permit
- Plan and organize with the others engineers’ daily activities of the maintenance team including QHSE aspects
- Report QHSE risks and impacts associated with its activities
- Responsible for his personal safety and that of all personnel under his authority
- Propose staff training and continuous improvement of his team
- Work with employees to correct deficiencies; implement discipline and disciplinary actions if any
- Evaluate employee performance, reviews, approves schedule and maintains personnel records
- Keep supplier’s documentations, technical drawings, preventive maintenance procedures and O&M Technical Manual in very
good condition
- Prepare maintenance reports
- Contribute in achieving departmental objectives
- Any additional responsibility by management
Requirements

- BTECH/Higher National Diploma / NVQ Level 4 in maintenance or mechanical engineering (or equivalent professional
qualification)
- Minimum 4 years of experience in similar roles

Ability to:
- Clear, concise oral and written communication to prepare and present reports to management, and the general public
- Establish and maintain effective working relationships with operation staffs, contractors and the client representative
- Perform the duties of the job for the entire workday and occasional overtime, may be required to work evening, night,
