We are tasked with securing a QAQC Manager with a solid background within rail projects for a major contractor.  Our client is looking for a QAQC manager to work within the project management team overseeing the full EPC contractual scope covering civil construction, trackwork's and systems. 
Requirements

Reporting to: IFS Finance and Business Partner Division / Function: IFS Base location: Abu Dubai Grade: 18  Key purpose • The purpose of the Portfolio Finance Manager role is to manage, coordinate and assess financial and commercial activities of the Commercial Contracts (Abu Dhabi Global Market Square and Abu Dhabi Global Market Building) and to provide financial advice and support to the senior leadership team to enable them to make sound business decisions. • This position shall also oversee the finance and commercial functions of Al Maryah Tower and Abu Dhabi Investment Authority.  Structure and reporting relationship Portfolio Finance Manager will functionally report to the Portfolio Contract Manager and will be assigned responsibility for an SME Sector/s and will be expected to form an effective working relationship with those Sectors key personnel, becoming part of the Sectors management team.  Key accountabilities  Leadership • Provide strategic financial and commercial leadership and advice to Contract Manager and the Senior Management Team (SMT). • Ensure the adequacy of financial resources and financial disciplines to underpin the achievement of Contract strategy and objectives. • Establish personal credibility and credibility of the Contract commercial & financial function as an effective partner in managing the Contract. • Set an example of collaborative leadership and teamwork. • Act as Governance advisor to the Contract Management Team and ensure that the Contract is compliant with all Serco Governance imperatives (per the Serco Management System) • Manage the Finance Team on site  Operational Responsibilities  Lease Management • Upload of Lease abstract to Yardi for new tenants • Ensure that contract terms for tenants are updated in Yardi on a timely manner including market review rates, pre-termination etc. • Manage the billing and collection of rent and service charge demands in Yardi. • Monitor Accounts Receivable & Payable function for the entire contract and ensuring that it is carried out smoothly ; • To contribute towards maintenance of overall control environment through ensuring that the Contract/Serco policies and procedures are adhered to viz. PO procedures, signing off authority limits, and expense guidelines . • Oversee petty cash management; • Review of Monthly Journals prior to closure of books of accounts; • Monthly scrutiny of books of accounts prior to closure; • Ad hoc Cost reports to Senior Management Team; • Monthly Management Report Analysis; • Prepare Monthly, quarterly and Yearly Client and Internal Financial reporting requirements; • Prepare Quarterly and Annual Budgets and Forecasts; • Manage Internal and External Audit; Ensure the provision of an accurate monthly financial accounting and management information package for the Contract Manager, and ASPAC Corporate Office (i.e. Balance Sheet, P&L's, cash flow, CAPEX, etc.) • Prepare ad hoc reporting required by various stakeholders from time to time  Budgets and Forecasts • Direct the preparation of the Contract's annual budget. Implement accurate monthly reporting of performance against budget, forecast and other key performance indicators as set down by the Contract Manager. • Manage the quarterly financial forecast to ensure that is completed in a timely, accurate and accountable fashion together with critical analyses. • Develop and closely manage an 'early alert' system that identifies potential variances from budget, forecasts and targets. • Review performance against budget and performance targets with the Contract Manager on a monthly basis.  Commercial Services • Be the SME in respect of Serco's rights and obligations under the contract and act as the adviser in respect of all matters of 'contracts management 'and 'sub-contracts management'. Be able to advise the SMT on all matters to do with Contract terms & conditions. • Manage the monthly Validation process. • Preparation and submission of any price variations to ASPAC. • Manage the impact of the Contract KPl's regime on pricing and profitability; develop mechanisms to improve profitability and reduce penalties • In conjunction with the SMT negotiate with key subcontractors and suppliers from time to time on commercial matters to ensure continued delivery of service • Develop commercial initiatives each year which provide contract profit improvement  Other • Identify opportunities for scope growth (leading to revenue and profit growth) and prosecute these • Actively seek and remove areas of revenue leakage • Attendance at black hats as required at both Contract level and Group level • Facilitation of commercial ideas and customer negotiations as required • Management of appropriate advisors and their costs as required • Ensure Contract compliance with respect to GFCM and company secretarial, insurance and treasury policies • Work with SME Commercial and Legal Manager in respect of regional legal matters • As directed by or through the contract Manager.  Shared Services • Work with Serco Shared Service Centre to provide reasonable assurance that: • Appropriate service levels are provided to the Contract. • Suppliers and creditors are paid correctly and in a timely manner whilst acknowledging Companywide initiatives. • Appropriate level of IT, network and help desk support is afforded to the Contract. • Payroll transactions are accounted for correctly.  
Requirements 
Essential qualifications • Manager that provides a professional service to the organisation.
