Position Location: Jazan, Saudi Arabia  Principal Objective Design and review assigned projects with particular emphasis on promoting and maintaining the technical adequacy, uniformity, and quality of the project designs in conformance with approved standards and codes of practice.  Organizational Relationship Engineer will report to an assigned discipline engineer. Will interact and coordinate work with other Royal Commission Departments.  Major Activities Performed • Familiarizes with all Royal Commission codes and standards, General Design Criteria and Technical Guidelines, standard drawings and standard guide specifications. • Assists in the review of A/E contractors design submittals, specifications, calculations and coordinate work of other disciplines and departments. • Assists in preparation of technical specifications and drawings for bid packages related to the development of various community and industrial projects. • Prepare concepts and layout. • Assists in the review of vendor drawings and shop drawings. • Performs various engineering calculations, as necessary. • Performs field inspection and provide field support, as necessary. 
Requirements 
• Bachelor Degree in Civil Engineering • Minimal 2-4 years’ experience in land development, site grading, paving, urban roads, water and wastewater distribution network, and storm drainage.  • Knowledge of hydrology and hydraulics is essential. • Familiar with local and international standards and codes. • Must possess basic engineering skills and the ability to communicate effectively orally and writing, in the English languages. Ability to communicate in Arabic is a plus. • Knowledge of computers and basic software applications: AutoCAD, Civil 3D, HEC HMS, HEC RAS, SewerCADWaterCADStormCAD. MS Office (Word, Excel, Power Point).

Principal Civil Engineer/Utilities & Infrastructure (Western Expat)

Principal Objective  Provision of professional support for planning of land development and utility expansion to ensure that all infrastructure systems have adequate capacity for to support industries in both short and long-term scenarios. Ensure that system configurations are engineered to provide reliable services. Provide ready answers and information on civil works planning to the Section Supervisor. This position is for the Jazan, Saudi Arabia project.   Organizational Relationship  The engineer filling this position will report directly to the Supervisor of Infrastructure Planning, a group contained within the Projects Planning Section of the Engineering Department of the Royal Commission for Jazan. Primary interfaces outside the Engineering Department will be with the other Royal Commission Departments.  Major Activities Performed  The person filling this position will supplement the existing Engineering staff with specialized experience and job knowledge. This engineer is expected to represent the Royal Commission/SAPL in direct communications with representatives of private investors and Utility Agency, the private utility provider for Jazan.  • Provide technical interfacing with industrial investors and their contractors in the areas of survey benchmarks, site grading and drainage, utility interfaces, and offsite, above-grade pipeline routing. • Planning and efficient utilization of utility corridors for water pipeline networks, sewers, electrical and telecom networks both direct buried and in duct banks.  • Review existing site conditions and develop scopes of work for utility system expansions based on site evaluation and client requirements. • Conduct feasibility studies and build consensus among stakeholders for agreement on project requirements and goals. • Preparing project charters and work breakdown plans to accomplish the project goals. • Participation as a mentor in a training program for recent Saudi university graduates. 
Requirements 
Minimum of 10 years engineering experience; a minimum of 5 years shall have been spent in utility network planning and system expansions.   • A degree in Engineering from a recognized university. A Bachelor’s degree in Engineering is required; a Master’s degree is preferred.  • Registration as a Professional Engineer is desirable but not required. • The ability to communicate effectively in spoken and written English is required.  The qualifying experience will include: • Demonstrable project-oriented experience, particularly with preparation of project proposal documents that include technical work descriptions and project milestone schedule.; • Experience with interpretation of topographic survey data, site grading and drainage. • Experience with water and wastewater conveyance networks and pipelines; experience with large diameter water pipelines is a plus. • Experience with open channel storm water drainage. • Experience with utility and pipeline corridor management is a plus.  Required communication skills include:  • Authoring written technical documents with supporting figures and tables. • Ability to build consensus among engineering peer groups. • Ability to direct design staff in the preparation of CAD drawings.  • Presenting of technical evaluations and recommendations to mixed audiences of professional engineers as well as less technical decision makers. • Fluent use of Microsoft Office, including Word, Excel, PowerPoint, and Project.

Assistant Construction Manager- Landscape

We are currently looking for an Assistant Construction Manager- Landscape for our infrastructure project in Doha ,Qatar. You will provide support to Project Manager for landscaping packages on the project. Supports the performance monitoring of the construction supervision team to confirm compliance with contractual requirements as assigned by the Project Manager. Applies a comprehensive knowledge of various disciplines to be used during construction, as well as the methods and techniques to be utilized for installation; contractual obligations and technical aspects of all items to be constructed. Supports the Project Manager in the management of construction projects to monitor on-schedule completion within or below budget in accordance with contractual obligations; and monitors risks/problems and helps develop options to resolve and review/approval of the daily and weekly reports.   Works with the various consultants and contractors to direct overall planning of construction activities to identify critical milestones and priorities under the direction of the Construction Manager. Determines staffing requirements for the defined scope and schedule. Monitors the services of subcontractors and major construction equipment required by the project will be available at the appropriate time to ensure maximum efficiency and productivity. Manages and reviews assignments for Construction Superintendents for various work areas of construction operations, monitoring progress and recommending corrective action as necessary. Manages the assignment of man-power, materials, and equipment to maximize efficiency, maintain schedules, and to meet budget goals. Keeps alert to possible problem areas and takes preventative action to ensure that critical milestones are met for each phase of the project.   Prepares periodic reports summarizing progress of construction activities for higher-level management and clients. Serves as the primary contact with client representatives, and subcontractors, and government representatives for construction-related activities. Maintains strong client and community relations. Responsible for following up on instructions and commitments associated with the project. Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents required from the construction contractor. Coordinates RFI responses, monitors change orders, and makes recommendations to client for construction progress payments. Manages routine construction meetings and monitors subordinate workloads to maximize performance. 
Requirements 
Minimum Qualifications:  4-year degree in Engineering or related technical field   Minimum Experience:  15 years of total work experience providing construction and project management services. Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.

Site Engineer - Structure (Roads & Highways)

• Report to the Senior Site Engineer (Structures) / Resident Engineer (RE) or Senior Resident Engineer (SRE) as applicable and assist in supervising the construction of structures.  • Coordinate his direct activities with the other engineers and members of the construction supervision team. • Assist the RE in reviewing of shop drawings, design proposals, method statements and other activities related to structural works.  • Assist the RE in reviewing, coordinating and answering all Requests for Information (RFI) related to structural works. • Coordinate with Parsons' design Engineers for resolution of issues related to structural works. • Review and maintain the daily diary and the daily reports by the inspectors.  • Coordinate with the Contractor engineers on shop drawings and method statements submittals and scheduling and application of resources. • Direct, assist and monitor the performance of the inspectors and surveyors as applicable.  • Convene and chair special meetings with the Contractor, subcontractors and other parties related to his work.  • Conduct routine checks on the Contractor’s work, the inspection, surveying and materials testing and subsequent presented reports. • Ensure accuracy and completeness of records. • Ensure safety goals are achieved on the project and oversee implementation of safety procedures on the project. • Act positively, and participate in all health and safety issues at site, as required by the Senior Resident Engineer, Resident Engineer and the Project Safety Representatives. • Provide all necessary on-site direction and assist the RE to issue site instructions with respect to structural work. • Report back as necessary to the RE / SRE as applicable. • Check and measure the performed work in his line of work, record and assist the RE to display progress vs. programmed work. • Ensure correctness and completeness of ‘as-built’ drawings within his line of work. 
Requirements 
• BSc Degree in Civil Engineering or equivalent. • Min of 10 postgraduate years of experience and a min. of 7 years of similar work experience on large infrastructure projects.  • Regional experience is preferred. • Qualified professional who can manage and coordinate specialized activity, discipline or team of moderate size and complexity. • Leads in the formulation of advanced technical concepts. • Provides specialist services in support of project requirements.  • Independently performs highly complex professional assignments demanding contributions calling for the application of specialized principles.
